Employers are committed to the elimination of this abhorrent practice. Not only does it create unfair competition and ultimately affect the bottom line, but it represents a huge potential reputational risk, particularly when global supply chains have reached unprecedented levels of complexity. Employers overwhelmingly supported the adoption of two important new ILO instruments in 2014, the Protocol to the Forced Labour Convention, 1930 and the Forced Labour Recommendation (Supplementary Measures), No. 203. This newly revised edition of the Employers' Handbook on forced labour, produced jointly by the International Organisation of Employers (IOE) and the ILO, offers updated guidance to employers on what forced labour is, how to detect it and effective ways to combat it, thereby ensuring that business operations remain free of such practices. The revised handbook reflects new ILO statistics and research on forced labour as well as the framework of action approved by the ILO Governing Body in 2014. From this data emerges three major categories of forced labour: forced labour imposed by the State for economic, political or other purposes, forced labour linked to poverty and discrimination and forced labour that arises from migration and trafficking of workers across the world, often associated with globalization.The report provides evidence that the abolition of forced labour represents a challenge for virtually every country in the world industrialized, transition and developing countries alike. The report also reviews the actions against forced labour taken over the past four years by the ILO and its tripartite partners governments, employers and workers. Book excerpt: Combating trafficking in human beings (THB) for labor exploitation requires additional skills, knowledge, and awareness for effective investigation and prosecution, and for the identification and assistance of victims of this form of THB. Actors other than the police and the prosecution services (such as labor inspectorates, social investigation services, and municipalities) have also become involved in these activities. It is unclear which role these actors can have in identifying victims and in investigating and prosecuting (cross-border) THB for labor exploitation and which improvements are needed. They are often unfamiliar with, for instance, the specific needs of victims, how trafficking networks operate, and how to cooperate with colleagues abroad. These problems obviously hamper the combating of THB for labor exploitation. In addition, difficulties in defining THB for labor exploitation still exist. Labor exploitation, as such, is not a term used in the Palermo Protocol or the EU Directive on Preventing and Combating THB and Protecting Victims. One can say that labor exploitation includes, at least, forced and compulsory labor and services, slavery, and slavery-like practices, although this does not solve the problems encountered in defining the crime. In this book, these and other problems, as well as the challenges of dealing with these problems, are identified. It includes research in five countries (Austria, The Netherlands, Romania, Serbia, and Spain), research on the EU legal framework, an analysis of the country studies, as well as four articles reflecting on these problems.
