Book excerpt: The use of airpower in wartime calls to mind the massive bombings of World War II, but airplanes have long been instrumental in small wars as well. Ever since its use by the French to put down rebellious Moroccan tribes in 1913, airpower has been employed to fight in limited but often lengthy small conflicts around the globe. This is the first comprehensive history of airpower in small wars-conflicts pitting states against non-state groups such as insurgents, bandits, factions, and terrorists-tracing it from the early years of the twentieth century to the present day. It examines dozens of conflicts with strikingly different scenarios: the Greek Civil War, the Philippine Anti-Huk campaign, French and British colonial wars, the war in South Vietnam before the American escalation, counterinsurgency in southern Africa, Latin American counterguerrilla operations, and counterinsurgency and counterterrorist campaigns in the Middle East over the last four decades. For each war, the authors describe the strategies employed on both sides of the conflict, the air forces engaged, and the specific airpower tactics employed. They discuss the ground campaigns and provide the political background necessary to understand the air campaigns, and in each case they judge the utility of airpower in its broadest sense. In their historic sweep, they show how forms of airpower evolved from planes to police helicopters, aircraft of the civilian air reserve, and today's unmanned aircraft. They also disclose how small wars after World War II required new strategies, operational solutions, and tactics. By taking this broad view of small-war airpower, the authors are able to make assessments about the most effective and least effective means of employing airpower. They offer specific conclusions ranging from the importance of comprehensive strategy to the need for the United States and its allies to expand small-wars training programs. The second is gun control, which would limit the weapons accessed by potential terrorists. The last thing is to recognize terrorist organizations before they have chance to attack.

Two bloody terrorist incidents that year-the Japanese Red Army attack on passengers at the Lod Airport in Israel and the seizure of Israeli athletes by Black September terrorists at the Olympics in Munich-signaled dramatically to the world that a new mode of warfare had begun. Reacting to this new threat, then President Nixon created the Cabinet Committee to Combat Terrorism, a high level group to coordinate all U.S. counterterrorist efforts. The committee in turn commissioned RAND to examine the phenomenon and how it might affect American security interests. Terrorism was not a new concern for the government, at least in its particular forms-the hijacking of airliners, the kidnapping of diplomats, protest bombings. However, as is so often the case, dramatic events focused interest and mobilized resources. Nor was this entirely new territory for RAND, which previously had studied the use of terrorism in revolutionary and guerrilla warfare, already had identified the new phenomenon of urban guerrilla warfare and its inherent tendency toward the employment of terrorist tactics, and had examined the problem of airline hijackings and assassinations. Having been present at the initiation of RAND's research on terrorism, and now 27 years later being called upon to review this latest RAND volume, Countering the New Terrorism, by Ian Lesser and his colleagues, provides me an opportunity for review and reflection, as well as for pointing out some of the unanticipated consequences of our endeavor.

By the time 1 World Trade Center, North Tower, collapsed at 10:28 a.m. EDT, almost three thousand people had been killed or were dying; the financial center of the United States had been reduced to burning, toxic rubble; the iconic symbol of the military strength of the country had been severely damaged; the tranquility of a field in Pennsylvania had been shattered; U.S. Air Force and Air National Guard fighter aircraft had set up combat air patrols over Washington, D.C., and New York City; and the administration of President George W. Bush and the Department of Defense (DOD) had begun shifting major resources of the federal government and military services to a new national priority, homeland defense.

The political, economic, and informational instruments of power play primary roles in addressing and eliminating the root causes behind terrorism attacks, but the military instrument will prevent some attacks and retaliate for others. Air and space power is one of the primary components of the military instrument in the battle against terrorism. This paper begins with an overview of US national and Department of Defense counterterrorist (CT) policies, performs a systems model analysis of a terrorist organization to better understand targeting of the same, reviews current air and space power CT capabilities, and concludes with recommendations for future ones. Air and space power contributes to current CT capabilities by providing global mobility for special operations forces, air superiority to protect those forces, and precision strike capability to target terrorist infrastructures. It also provides intelligence critical to deterring, preempting, and answering terrorist attacks, and provides psychological operations support to help erode terrorist will and popular support. Although there is no silver bullet to use against terrorists, future improvements in air and space power will enhance CT capability effectiveness and provide expanded options. This paper s research consisted of review of primary and secondary sources and interviews with terrorism and targeting experts.

These events and continued threats of terrorism have raised questions about the impact on the psychological health of the nation and how well the public health infrastructure is able to meet the psychological needs that will likely result. Preparing for the Psychological Consequences of Terrorism highlights some of the critical issues in responding to the psychological needs that result from terrorism and provides possible options for intervention. The committee offers an example for a public health strategy that may serve as a base from which plans to prevent and respond to the psychological consequences of a variety of terrorism events can be formulated. The report includes recommendations for the training and education of service providers, ensuring appropriate guidelines for the protection of service providers, and developing public health surveillance for preevent, event, and postevent factors related to psychological consequences.
