Book excerpt: To produce a strategically responsive force, the Army has embarked on a transformation effort to make power projection capabilities a reality. To be strategically responsive, the Army must be able to rapidly move or project forces that have sufficient power to execute a broad spectrum of missions. The Army has laid out a set of three CSS transformation goals to support this overall transformation effort. The first goal is to reduce footprint in the combat zone to improve strategic mobility and to improve operational mobility. The second goal, focused on strategic mobility, is to reduce deployment timelines. The targets are 96 hours for a brigade combat team (BCT), 120 hours for a division, and 30 days for five divisions (and the requisite support). We term these two goals "power projection goals." Beyond these two goals, there is a third: reducing the cost of logistics while maintaining warfighting capability. Rather than an end in itself, this is a means to fund new Army capabilities. We term this a "business process transformation goal," which might be viewed as a second, simultaneous transformation that is focused internally on how the Army does its business. In this document we only examine the first two goals - the power projection goals - describing the strategies emerging to reach these goals and presenting metrics for assessing progress toward achieving them. The intent of this research was to distill, from the Army's Interim and Objective Force design efforts and other sources, strategies for achieving the Army's power projection oriented CSS transformation goals. With respect to the proposed complementary metrics-based framework for evaluating further force design efforts, we illustrate the use of these metrics through an examination of the Stryker Brigade Combat Team (SBCT).

To successfully accomplish this, Sustainment planners must thoroughly understand the Military Decision Making Process or "MDMP" for short. Conducting a Sustainment oriented MDMP is essential in integrating the Sustainment War Fighting Functional Area into the unit's plan and for ensuring a synchronized and supportable course of action. Successful integration is a result of having the right personnel, available tools, correct MDMP methodology, and synchronized timeline throughout the process. If this guide can assist logistics' planners in accomplishing this process, then it has accomplished its intent and mission.

This environmental construct provides the military planner a visualization of future conflicts and the imagined challenges in the operational environment. The hypothesis is that current logistics transformation initiatives will prepare most Army Combat Service Support Units for the challenges of future battlefields. A detailed discussion of terms and concepts in logistics, the Contemporary Operating Environment, and logistical lessons learned in Operation Enduring Freedom and Operation Iraqi Freedom set the stage for the analysis of transformational doctrine, organizational design, training, and material. The asymmetric threats and non-contiguous engagements of CSS units in Operation Iraqi Freedom help prove that the conventional battlefield construct is no longer the default setting for conflict. The monograph concludes that many transformational ideas have merit, yet there are still capability gaps in force protection and collective combat skills training for most support units. Recommendations include the creation and implementation of a Combat Service Support Training Center and renewed emphasis on personal and vehicular force protection equipment.

Book excerpt: In Buying Military Transformation, Peter Dombrowski and Eugene Gholz analyze the United States military's ongoing effort to capitalize on information technology. New ideas about military doctrine derived from comparisons to Internet Age business practices can be implemented only if the military buys technologically innovative weapons systems. Buying Military Transformation examines how political and military leaders work with the defense industry to develop the small ships, unmanned aerial vehicles, advanced communications equipment, and systems-of-systems integration that will enable the new military format. Dombrowski and Gholz's analysis integrates the political relationship between the defense industry and Congress, the bureaucratic relationship between the firms and the military services, and the technical capabilities of different types of businesses. Many government officials and analysts believe that only entrepreneurial start-up firms or leaders in commercial information technology markets can produce the new, network-oriented military equipment. But Dombrowski and Gholz find that the existing defense industry will be best able to lead military-technology development, even for equipment modeled on the civilian Internet. A series of military analysts have argued that major social and economic changes, like the shift from the Agricultural Age to the Industrial Age, inherently force related changes in the military. Buying Military Transformation undermines this technologically determinist claim: commercial innovation does not directly determine military innovation; instead, political leadership and military organizations choose the trajectory of defense investment. Militaries should invest in new technology in response to strategic threats and military leaders' professional judgments about the equipment needed to improve military effectiveness. Commercial technological progress by itself does not generate an imperative for military transformation. Clear, cogent, and engaging, Buying Military Transformation is essential reading for journalists, legislators, policymakers, and scholars.

The Western world is currently focusing its attention on transformation's middle layer, while China and Russia are focusing on the RMA and transformation's wider aspects. This dynamic indicates the United States and its allies should continue to prepare for the full range of conflicts. This book establishes the meaning of military transformation, assesses the manner in which certain countries are transforming their military forces, discusses the relevancy of transformation efforts to modern conflict and, in drawing out the key areas of emphasis on the part of various countries, provides a window on the future global security environment. It is divided into seven chapters, plus a conclusion. The first chapter focuses on the meaning of military transformation, establishing a framework through which national militaries can be examined. This comprises transformation's revolution in military affairs components, its newer special operations forces, counterinsurgency, and stabilization and reconstruction aspects, and its wider homeland defense, space and deterrence dimensions. The book devotes two chapters to the United States and one each to China, Russia, and NATO. It also has a chapter that looks individually at each of Australia, Britain, Canada, France and Germany. An assessment of the relevancy of force transformation to modern warfare is integrated into the discussion of what transformation means, how the United States is responding, and the concluding chapter.
