Book excerpt: Because U.S. military personnel currently receive $225 Hostile Fire Pay/Imminent Danger Pay (HFP/IDP) per month for serving in a combat zone, independent of the level of combat risk, servicemembers who face low levels of risk may be overcompensated. However, because overall compensation must be sufficient to attract volunteers who undertake high levels of risk, it is appropriate to examine the relationship between combat risk and total cash compensation. Using data on enlisted personnel for the period 2003-2009, we estimated that an increase in risk of death of one per thousand personnel was associated with an additional $551 per person in annual compensation. Quadratic estimates reveal that compensation increases in combat risk at a decreasing rate, even when the model is estimated separately for individuals who should have similar preferences toward combat risk. However, when the relationship between compensation and risk was estimated using data only on combat zone observations, the relationship was smaller, statistically less precise, and often negative.

Book excerpt: "The principal justification for combat compensation is to recognize military personnel who face significant combat risk. This paper demonstrates that there is only a weak relationship between the risk faced by personnel and the combat-related compensation they receive. It describes the elements of combat compensation, the most important being Hostile Fire Pay/Imminent Danger Pay (HFP/IDP) and the Combat Zone Tax Exclusion (CZTE). While HFP/IDP is $225 per month for all members, CZTE varies from individual to individual for many reasons. Eligibility for combat compensation is determined by the designation and management of combat zones. Today many areas in combat zones entail very little risk (e.g., Saudi Arabia and United Arab Emirates as well as ships in the combat zone). Since most combat compensation is the result of the CZTE, the amount individuals receive is driven by the vagaries of the tax code, which are totally unrelated to risk. One unexpected aspect of CZTE-related compensation is that high-ranking officers qualify for the Earned Income Credit (EIC), established to help low-wage earners; over 2,000 officers of rank O-4 and above receive this benefit. Possible policy changes that would more closely align combat compensation and risk are presented."--DTIC abstract.

Initially it was only partially linked to combat for infantry personnel and was not available to non-infantry personnel in combat. During the Korean War, combat pay was available to members serving in combat units or injured or killed by hostile fire. In Vietnam, eligibility for Hostile Fire Pay was extended to everyone serving in the combat zone. After the bombing of the Marine barracks in Beirut in 1983, eligibility was expanded by the introduction of Imminent Danger Pay, which recognized the risk of physical harm in conditions short of open warfare. There has been a strong tendency to retain designations of imminent danger areas for extended periods even when the risk of injury is extremely low.
