He develops a conceptual model of the combat operations process based on the American approach to war. The study investigates the stochastic nature of combat operations and develops a guide to effective command. Major Orr concludes that a distributed C3I architecture designed to exploit the unpredictability of combat is best suited to the true nature of combat and the strengths of American fighting units. Chapter I summarizes the work of the military theorists I found most useful and discusses the American approach to war. Challenges to this approach by advocates of "maneuver warfare" also receive attention. These summaries form the basis for later comments on the nature of war and the combat operations command process. Chapter II introduces the basic definitions, functions, and process of C3I. I then modify a conceptual model of the C3I process to produce a conceptual model of the combat operations process. The detailed discussion of the decision and force application functions within this process introduces two additional conceptual models. The power distribution model describes combat in terms of the location of sources of power and the ability of these power sources to apply military force. This model includes the evolution of this power distribution due to maneuver and actual combat interactions. This power distribution model is the basis for the discussion of command in Chapter III. The second model is introduced in the military problem-solving process model. This model, applied to the problem of controlling the evolution of the power distribution, provides the framework for the investigation of effective command of the combat operations process. Chapter III looks at the concept of command in combat operations. It identifies and discusses the implications of the stochastic nature of combat operations-the unpredictability of combat results and the uncertain, probabilistic nature of combat. Theoretical concepts are illustrated using simple military examples. As a result of these observations, the chapter defines military command as control of the evolution of the power distribution, and it links strategy to the problem of influencing this evolution into desirable patterns. The United States and its multinational partners are experiencing a transition from the Industrial Age to the Information Age. Simultaneously, it is fully engaged in a global war on terrorism set in a new period of globalization. These changes, as well as the experiences gained during recent and ongoing military operations, have resulted in the current drive to transform the force with network-centric warfare (NCW) as the centerpiece of this effort. This document describes how the tenets and principles of NCW are providing the foundation for developing new warfighting concepts, organizations, and processes that will allow U.S. forces to maintain a competitive advantage over potential adversaries, now and in the future. In sum, the report provides an overview of the ongoing implementation of NCW in the Department of Defense (DoD). A brief description of NCW, including its origins, its central role in force transformation, its tenets and principles, and an implementation strategy, are provided in Chapter 1. An examination of NCW as an emerging theory of war, its relationship to the four domains of Information Age warfare, the growing evidence of its benefits, and the warfighting advantages it can provide are examined in Chapter 2. Chapter 3 focuses on network-centric operations (NCO), including the relationship of NCO to the overarching Joint Operations Concepts (JOpsC), the NCO experience in Afghanistan and Iraq, the development of the NCO Conceptual Framework, and the conduct of NCO case studies. An overview of Joint and Service plans and initiatives to develop and implement network-centric capabilities and the growing investment in these capabilities by our allies and multinational partners are provided in Chapter 4.

Moreover, recent operations in Haiti, Posnia and Kosovo have acknowledged operational CI and HUMINT activities as paramount to satisfying the JFCs force protection and intelligence requirements. CI and HUMINT are complimentary efforts that work best in collaborative effort. At the JTF level their activities are coordinated by the J2X element which also coordinates collection requirements with CIA and SOF elements as well as providing collection focus to the theater level joint exploitation centers. Joint doctrine acknowledges their importance in successive peace operations but provides only superficial coverage insufficient to educate future JFCs and J2s. Success in future contingency operations, especially peace operations, requires that CINCs and JFCs familiarize themselves with CI and HUMINT operations and fully exploit the advantages they bring to the table. The CI and HUMINT triad at the theater level commands (CISO, HSE, and DCI Representative) must educate senior leaders on the value added of CI and HUMINT in support of joint operations.

Book excerpt: This Leavenworth Paper is a critical reconstruction of World War II Ranger operations conducted at or near Djebel el Ank, Tunisia; Porto Empedocle, Sicily; Cisterna, Italy; Zerf, Germany; and Cabanatuan in the Philippines. It is not intended to be a comprehensive account of World War II Ranger operations, for such a study would have to include numerous minor actions that are too poorly documented to be studied to advantage. It is, however, representative for it examines several types of operations conducted against the troops of three enemy nations in a variety of physical and tactical environments. As such, it draws a wide range of lessons useful to combat leaders who may have to conduct such operations or be on guard against them in the future. Many factors determined the outcomes of the operations featured in this Leavenworth Paper, and of these there are four that are important enough to merit special emphasis. These are surprise, the quality of opposing forces, the success of friendly forces with which the Rangers were cooperating, and popular support.

In previous assignments, he had used his training in mathematics and computer science in formulating, implementing, and using computer models of pieces of the combat operations process. He had also been introduced to C3I systems and concepts during an extensive review of AFSC analysis efforts related to C3I. These experiences left him dissatisfied with the treatment of strategy and C3I in engagement modeling. Therefore, when AFSC asked for nominations for the ARI, he applied and suggested an investigation of the interrelation between C3I and strategy as a research topic.
