Nearly 50 per cent of the Mediterranean waters are high seas and therefore beyond the jurisdiction of coastal States. This situation means that there are no points in the Mediterranean Sea where the coasts of two States would be more than 400 nautical miles apart. Such a legal situation generally prevents coastal States from adopting and enforcing their laws on the Mediterranean high seas, in respect of many important fields such as the protection and preservation of the marine environment, as well as the conservation of marine living resources. The jurisdictional landscape of the Adriatic Sea as a sub-sea and sub-region of the Mediterranean, is even more interesting. Croatia has proclaimed an Ecological and Fisheries Protection Zone, Slovenia has proclaimed a Zone of Ecological Protection, while Italy has adopted a framework law for the proclamation of its Zone of Ecological Protection without proclaiming its regime in the Adriatic. It is noteworthy that if all Mediterranean and Adriatic States would proclaim an Exclusive Economic Zone (EEZ), there would not be a single stretch of high seas left in the entire Mediterranean Sea. Both the Adriatic and Mediterranean fall in the category of enclosed or semi-enclosed seas regulated by Part IX of the United Nations Convention on the Law of the Sea (UNCLOS). This book assesses the legal nature of Part IX of UNCLOS and discusses potential benefits of the extension of coastal State jurisdiction (proclamation of EEZs and/or similar sui generis zones), particularly in light of the recent calls towards an integrated and holistic approach to the management of different activities in the Mediterranean Sea. It examines the actual or potential extension of coastal State jurisdiction in the Adriatic Sea, against the background of similar extensions elsewhere in the Mediterranean and against the background of relevant EU policies. It additionally explores whether Part IX of UNCLOS imposes any duties of cooperation in relation to the extension of coastal State jurisdiction in enclosed or semi-enclosed seas, and puts forward practical suggestions as to how the issue of extension of coastal State jurisdiction could be approached in a way which would enhance States existing cooperation and improve the overall governance in the Mediterranean and Adriatic seas. This book will be of interest to policymakers and academics and students of international law, and the law of the sea.

Our society relies more and more on computer systems. Usually, our systems appear to work successfully, but there are sometimes serious, and often minor, errors. Validated computing is one essential technology to achieve increased software reliability. Formal - gor in the de?nition of data types, the computer arithmetic, in algorithm design, and in program execution allows us to guarantee that the stated problem has (or does not have) a solution in an enclosing interval we compute. If the enclosure is narrow, we are certain that the result can be used. Otherwise, we have a clear warning that the uncertainty of input values might be large and the algorithm and the model have to be improved. The use of interval data types and al- rithms with controlled rounding and result veri?cation capture uncertainty in modeling and problem formulation, in model parameter estimation, in algorithm truncation, in operation round-o?, and in model interpretation. The techniques of validated computing have proven their merits in many scienti?c and engineering applications. They are based on solid and interesting theoretical studies in mathematics and computer science. Contributions from ?elds including real, complex and functional analysis, semigroups, probability, statistics,fuzzyintervalanalysis,fuzzylogic,automaticdi?erentiation,computer hardware, operating systems, compiler construction, programming languages, object-oriented modeling, parallel processing, and software engineering are all essential.

Book excerpt: Many scholars, intentionally or unintentionally, have entangled constructivisms and critical theories in problematic ways, either by assigning a critical-theoretical politics to constructivisms or by assuming the appropriateness of constructivist epistemology and methods for critical theorizing. IR's Last Synthesis? makes the argument that these connections mirror IR's grand theoretical syntheses of the 1980s and 1990s and have similar constraining effects on the possibilities of IR theory. They have been made without adequate reflection, in contradiction to the base assumptions of each theoretical perspective, and to the detriment of both knowledge accumulation about global politics and theoretical rigor in disciplinary IR. It is not that constructivisms and critical theories have no common ground; rather, the fact that it has become routine for IR scholars to overstate their common ground is counterproductive to the discovery and utilization of their potential dialogues. To that end, IR's Last Synthesis? argues that scholars using the two in conjunction should be cognizant of, rather than gloss over, the tensions between the approaches and the tools they have to offer. Along these lines, the book uses the concept of affordances to look at what each has to offer the other, and to argue for a modest, reflective, specified return to (constructivist and critical) IR theorizing. By rejecting its over-simple syntheses, this book hews a road toward reviving IR theorizing.

Despite all the heat generated by these issues, Edward F. Lawlor's new book, Redesigning the Medicare Contract, demonstrates that fundamental questions of purpose and policy design for Medicare have been largely ignored. Challenging conventional ideas, Lawlor suggests that we look at Medicare as a contract between the federal government, the program's beneficiaries, and health care providers.
