Book excerpt: The purpose of the State Emergency Operations Plan (SEOP) is to identify the roles, responsibilities and actions of State government in disasters. Emergency operations plans address the ability to direct, control, coordinate and manage emergency operations. Each level of government should respond to an incident using its available resources, to include the use of mutual aid, and may request assistance from the next higher level of government, if required (i.e., municipality to county; county to State, State to Federal government). The SEOP provides direction to State agencies and non -- governmental organizations in responding to emergencies or disasters. It delineates emergency response procedures, responsibilities, lines of authority and continuity of Government.
