Book excerpt: The goal of this document is to promote state policy recommendations and actions that help to improve Colorado's ability to adapt to future climate change impacts and increase Colorado's state agencies level of preparedness, while simultaneously identifying opportunities to mitigate greenhouse gas emissions (GHG) at the agency level. In this plan, the major sectors of the state government are addressed, specific actions are called for, and policy recommendations are made. Because addressing climate change is best addressed collaboratively, this plan has been developed collectively by the Department of Natural Resources (DNR), the Colorado Department of Public Health and Environment (CDPHE), the Colorado Energy Office (CEO), the Colorado Department of Transportation (CDOT), the Colorado Department of Agriculture (CDA), the Office of Economic Development and International Trade (OEDIT), and the Department of Local Affairs (DOLA), with input from key stakeholders.

Book excerpt: On November 7, 2007, Colorado Governor Bill Ritter released Colorado's Climate Action Plan. Under the plan, the Governor will issue an executive order by the end of the year establishing a statewide greenhouse gas emissions reductions target of 20 percent below 2005 levels by 2020, and an 80 percent reduction below 2005 levels by 2050. The plan also urges accelerated federal investments in clean coal technologies and state investments in clean coal technologies. Other actions under the plan include an agricultural carbon offset program, Colorado's adoption of California's vehicle GHG emissions standards, an Industrial Energy Efficiency Program for large industrial emitters, and mandatory reporting of GHG emissions by major emitters. The Colorado plan also addresses adaptation measures, with a primary focus on water resources and forestry.

Future phases will focus on conglomerates and partnerships to develop expansive energy production facilities that do not emit GHGs and to adopt future technologies that may be now only in research and development stages. This will allow for a total GHG reduction that is 80% below 2006 emissions.

Book excerpt: Recent studies of past climate and streamflow conditions have broadened understanding of long-term water availability in the Colorado River, revealing many periods when streamflow was lower than at any time in the past 100 years of recorded flows. That information, along with two important trends-a rapid increase in urban populations in the West and significant climate warming in the region-will require that water managers prepare for possible reductions in water supplies that cannot be fully averted through traditional means. Colorado River Basin Water Management assesses existing scientific information, including temperature and streamflow records, tree-ring based reconstructions, and climate model projections, and how it relates to Colorado River water supplies and demands, water management, and drought preparedness. The book concludes that successful adjustments to new conditions will entail strong and sustained cooperation among the seven Colorado River basin states and recommends conducting a comprehensive basinwide study of urban water practices that can be used to help improve planning for future droughts and water shortages.
