Book excerpt: Historians have generally focused on the ‘extraordinary’ forms of protest while speaking of the lives of oppressed social groups, but the basic survival strategies of these groups are often overlooked in research. The fact that excluded groups have managed to survive has, hidden right beneath the surface, a whole range of complexities, while also demonstrating their ability to resist dominant social orders. Biswamoy Pati’s posthumous volume on the lives of the tribals and dalits/outcastes in Orissa, from c. 1800 to 1950, shows how such communities were further impoverished by both colonial government policies and the chiefs of the despotic princely states. Colonial knowledge systems, constructions of the ‘criminal tribe’, and agrarian settlements affected tribals and dalits crucially. These marginalized groups were connected with the national movement. However, their inherited problems remained unresolved even after Independence. Examining these and several other issues such as adivasi strategies of resistance, indigenous systems of health and medicine, the colonial ‘medical gaze’, conversion (to Hinduism), the fluidities of caste formation, as well as the development of colonial capitalism and urbanization, the author presents a broader view of their struggle and endurance.

Meanwhile, the state was also forced to build its legitimacy in the face of customary governance practices seeking rehabilitation and decolonization in the midst of civil wars and strife. This "state-building social movement" was further complicated with the global spread of neoliberalism and neocolonialism, and herein lies the significant difference between the post-colonial nation-state and the Western nation-states. Acts of resistance and rebellion by groups designated as "tribal" have fascinated as well as perplexed administrators and scholars in South Asia and beyond. Tribal resistance and rebellion are held to be tragic yet heroic political acts by "subaltern" groups confronting omnipotent states. By contrast, this book draws on fifteen years of archival and ethnographic research to argue that statemaking is intertwined inextricably with the politics of tribal resistance in the margins of modern India. Uday Chandra demonstrates how the modern Indian state and its tribal or adivasi subjects have made and remade each other throughout the colonial and postcolonial eras, historical processes of modern statemaking shaping and being shaped by myriad forms of resistance by tribal subjects. Accordingly, tribal resistance, whether peaceful or violent, is better understood vis-à-vis negotiations with the modern state, rather than its negation, over the past two centuries. How certain people and places came to be seen as "tribal" in modern India is, therefore, tied intimately to how "tribal" subjects remade their customs and community in the course of negotiations with colonial and postcolonial states. Ultimately, the empirical material unearthed in this book requires rethinking and rewriting the political history of modern India from its "tribal" margins.

A new generation of scholars has come to reject what was once regarded as accepted wisdom, and increasingly regard development and globalization as part of a continuum with colonialism, premised on the same reductionist assumption that progress and growth are objective facts that can be fostered, measured, assessed and controlled. Drawing on a variety of theoretical perspectives and approaches, this book explores the ways in which social movements in the Global South are rejecting Western-centric notions of development and modernization, as well as creating their own alternatives. By assessing development theories from the perspective of subaltern groups and movements, the contributors posit a new notion of development ‘from below’, one in which these movements provide new ways of imagining social transformation, and a way out of the ‘developmental dead end’ that has so far characterized post-development approaches. Beyond Colonialism, Development and Globalization therefore represents a radical break with the prevailing narrative of modernization, and points to a bold new direction for development studies.

Book excerpt: Making epidemics in colonial Bengal as its entry point and drawing heavily on social, cultural and linguistic anthropology to understand the functions of health experiences, distribution of illness, prevention of sickness, social relations of therapeutic intervention and employment of pluralistic medical systems, the book interrogates the social construction of medical knowledge, politics of science, and the changing paradigm of relationship between health of the individual and the prerogatives of larger colonial economic formations. Smallpox, plague, cholera and malaria which visited colonial Bengal with epidemic vengeance, caught the people unaware, killed them in thousands, and changed the society and its demographic structures. The book shows how sometimes through mutual adaptation but more often by cultural contestation, people pulled on with their microbial fellow travellers, and how illness became metaphor for the social dangers of improper code of conduct, to be corrected only through personal expropriation of the sin committed, or by community worship of the deity supposedly responsible for it. As a result, Western medical science was often relegated to the background, and elaborate rites and rituals, supposedly having curative values, came to the forefront and were observed with much community fanfare. Epidemics were also interpreted as outcome of politically incorrect moves made by the ruling power. To right the wrongs, people very often resorted to social protest. The protest by the literati went sometimes muted when its members seem to be beneficiaries of the colonial government, but it turned out to be all the more violent when the people, who had no private axe to grind, took up the cudgel to fight it out.
