The potential instruments assessed in this study include financial instruments, government fiscal mechanisms, and adjustments to the regulatory system. The single most effective policy instrument to promote wind power in Colombia consists on valuing the firm energy offered by wind, its potential complementarity to the hydrological regime and enabling wind power an access to reliability payments.

The geographical focus is placed on South America. The sample embraces Argentina, Brazil, Chile and Colombia whose energy markets are interrelated through historical and political commonalities which at the same time constitute collaboration obstacles in energy trade. The concrete research question is whether renewable energies can act as an acceleration factor upon the development of emerging South American economies and refers to the assumption that renewable energies may contribute to economic growth. Following a substantive literature review eight hypotheses were formulated and verified by means of multivariate regression models including different checks and tests regarding: significance of the coefficients (p-value), significance of the regression model (F-Test), autocorrelation (Durbin-Watson-Test), multicollinearity (VIF value), heteroscedasticity (Goldfeld-Quandt-Test), and structural break (Chow-Test). Empirical input data were gathered from publicly available sources, such as the IEA and the World Bank. The results are transparently visualized by numerous figures and tables. In general, the results indicate the existence of positive and negative relations between various dependent and independent variables related to macroeconomic and renewable energy proxies which were used for the forming of hypotheses. Finally, the empirical data gathered in present study provide sufficient evidence to conclude that renewable energies act as an important acceleration factor for the development of the economies of Brazil, Chile and Colombia. In the case of Argentina, a sufficient amount of significant results could not be obtained to make a judgment with respect to the research question.

Nevertheless, evidence shows that some of the most adverse effects of climate change will be experienced by developing countries whose populations are the most vulnerable and least likely to be able to adapt to climate change. For instance, although Latín America countries represent only 9 percent of global carbon dioxide emissions, the social and economic impact of those emissions is significantly greater than in developed and emergent countries. This phenomenon is called "double inequity" where the impact of climate change is felt most deeply by poorest societies who are not the main emitters. In this respect, it is important that developing countries, especially South American countries, integrate climate change issues into their decision-making process, where energy policy plays an important role in their development. Recent policies and regulations have supported this ambition with successive measures to strengthen investment conditions for distributed renewable energy, like standalone solar photovoltaic (PV) solutions and hybrid solar PV mini-grids. Still, the distributed renewable energy market in non-interconnected zones is relatively immature, reflected by the high costs for connecting new users. New business and financing models will be critical to bringing down the cost of renewable energy technologies, accessing private equity and debt in larger volumes, and ultimately progressing towards replacing existing inefficient and polluting diesel generation systems. Building on international experiences, this paper discusses approaches to strengthening investment conditions, looking at support mechanisms and de-risking instruments used elsewhere, which can help bridge the financing gap in Colombia.

Book excerpt: This Wuppertal Paper analyses the energy transition models of Colombia and Germany. The emphasis of the exercise is on an analysis of options for the complete decarbonization of the energy system in Colombia as a Global South country. To this end, it analyses the current situation, projections, public policy and narratives, and contrasts it with Germany as one of the countries of the Global North with which Colombia has historically maintained energy trade relations and is currently collaborating in the exploration of energy alternatives for decarbonization. Detailed analysis of sectoral energy consumption in Colombia shows the sectors with the highest fossil energy consumption (in this order): transport (fuels), industry (gas, coal), electricity generation (gas, coal) and residential (gas). We show the projected increase in demand for fuels and electricity, and calculate the amount of electricity theoretically needed to substitute fossil sources in each sector. We estimate the total electricity required for decarbonization via sector coupling and derive a first estimation of the range of additional renewable energy capacities needed to supply this demand. We find that required capacities are expectedly large (56-110 GW), depending on decarbonization pathways, and that export capacity beyond national demand may be limited. Our analysis of the policy and scenario arena in both countries finds that Colombia is still lacking both sector-specific decarbonization strategies and an embedding in a systemic vision of a systemic energy transition. Germany has more advanced sector strategies and (national) systemic visions, but lacks embedding assumptions on energy imports in a global-system analysis, i.e. in the analysis of an energy transition in potential exporting countries like Colombia. We formulate requirements to close these gaps in our conclusions.

Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
