Book excerpt: This report presents the results of the study on the demobilization and reinsertion of excombatants from illegal armed groups in Colombia. The report describes and analyzes the Colombian case, compares it with international experience, discusses critical issues of the current program, and presents options to improve its design and implementation. The study responds to a request by the Colombian government to conduct an assessment of the previous and current approaches to demobilization and reinsertion in Colombia and, in light of national and international experience, to present options to improve the program. This study relied principally on secondary data and information from existing studies, essays, and press articles produced by government agencies, nongovernmental organizations, United Nations and bilateral agencies, specialized analysts, and media. The analysis also used primary information collected for the study, including: (1) information from interviews with government and non-government sources about the current condition of individuals demobilized during the 1990s; (2) the profiles of a sample of young excombatants (18-26 years old) enrolled in the current reinsertion program in Medellin and Bogota; (3) the assessment of the demobilization and reinsertion experience of the 1990s as viewed by leaders of existing foundations from four of the demobilized groups; and (4) a special work session held with 50 representatives from diverse private-sector associations and businesses. This study assesses Colombia's experience using a framework of five interwoven phases from armed conflict to peace: prevention, demobilization, reinsertion, reintegration, and reconciliation. This framework together with accumulated national and international best practices in technical aspects of the operations of disarmament, demobilization, and reinsertion (DDR) programs are used in the analysis of the current Program of Demobilization and Reinsertion (PDR).

Yet Colombian society rejected it in a polarizing referendum, amid an emotive disinformation campaign. A renegotiated deal began to be implemented, albeit haunted by a legitimacy deficit. Gwen Burnyeat, a political anthropologist and peace practitioner, joined the Office of the High Commissioner for Peace, the government institution responsible for peace negotiations, which created a "peace pedagogy" strategy, a world first in peace processes, to explain the agreement to Colombian society. Her multi-scale ethnography, based on unprecedented access to government officials, reveals the challenges they experienced in representing the government to skeptical audiences and translating the peace process for public opinion. Through peace pedagogy, officials embodied the government and became the relay between state and citizens--effectively, the face of the Santos government. Burnyeat argues that Santos' failure to mobilize society was the fatal flaw in the peace process. As in the UK's Brexit referendum and the US Trump election, rational explanations were powerless against disinformation because political views are shaped by emotions, culture, history, and identity. Co-chaired by Senator Bob Graham and General Brent Scowcroft, the Task Force recommends a four-point strategy to respond to the deteriorating situation. Toward Greater Peace and Security in Colombia calls for a multi-track approach that supports Colombia's efforts to achieve peace and reconciliation by helping to professionalize the country's military forces, curtail widespread human rights abuses, strengthen political, judicial, and social reform efforts, and restore the economy. The Task Force urges a longer-term policy that goes beyond the emphasis on fighting drugs. The country's problems are more complex, and stem from the state's inability to protect its citizens. The report outlines the key U.S. interests at stake in Colombia, and makes it clear that any long-term solution to Colombia's problems will require the United States to curb its own demand for drugs. While the responsibility for finding a solution depends on the Colombians, the United States and the international community can and must assist the troubled country in its struggle for peace. The United States needs to pursue a more vigorous multilateral approach and mobilize support from other countries in Latin America and Europe, along with relevant international bodies, to make progress in carrying out political and diplomatic efforts, combating illegal narcotics, and extending economic and trade benefits to Colombia. A comprehensive U.S. policy that brings together military, political, and socio-economic dimensions can best contribute to strengthening the legitimacy and effectiveness of the Colombian government, and to supporting its people in their fight for democracy.
