Put in place by the Special Division for Evaluation in DNP, this system has been designed and implemented to change the public sector from an inward-looking, process-oriented body (which sometimes restrains economic and social progress) into a more dynamic, results-oriented partner of the community and private sector in development. This report explores the critical factors in making SYNERGY a successful evaluation system. Such factors include ways of making it an effective management tool, promoting civil society participation by focusing on results for people and leveraging on their energy and resource, defining a constructive learning process for implementation, and providing an enabling environment for a results-oriented public sector.

The agricultural productivity growth that fueled this change was generated primarily by agricultural R&D financed and conducted by a small group of rich countries-especially the United States, but also Japan, Germany, and France. In an increasingly interdependent world, both rich and poor countries have depended on agricultural research conducted in the private and public laboratories of these few countries, even if they have not contributed to financing the activity. But now the rich-country research agendas are shifting. In particular, they are no longer as interested in simple productivity enhancement. Dietary patterns and other priorities change as incomes increase. Food-security concerns are still pervasive among poor people, predominantly in poor countries. In rich countries we see a declining emphasis on enhancing the production of staple foods and an increasing emphasis on enhancing certain attributes of food (such as growing demand for processed and so-called functional foods) and on food production systems (such as organic farming, humane livestock production systems, localized food sources, and "fair trade" coffee). In addition to growing differences between rich and poor countries in consumer demand for innovation, research agendas may diverge because of differences in producer and processor demands. Farmers in rich countries are demanding high-technology inputs that often are not as relevant for subsistence agriculture (such as precision farming technology or other capital-intensive methods). As well as differences in value-adding processes to serve consumer demands, differences in farm production technologies are emerging to serve the evolving agribusiness demands for farm products with specific attributes for particular food, feed, energy, medical, or industrial applications.The purpose of this volume is to document the changing institutions and investments in agricultural R&D in less-developed countries, in part to form a companion volume to Paying for Agricultural Productivity by providing a more complete global picture of the issues."

Agricultural production promoting activities such as the extension of credit are combined with social components such as the provision of health services and with infrastructure building works such as rural electrification. Although the concept of a multipronged approach to rural development appears sound and attractive to many, its actual application has in many instances been disappointing. In particular, concrete achievements and hence measurable benefits often fall short of planning goals. It is argued in this study that the modesty in achievements experienced, so far, is due as much to the complexity of the problem, rural underdevelopment, as it is to the result of structure and inexperience of the mostly public sector institutions that are asked to implement the project designs. Concluding that the concept of integrated rural development merits further application, the study recommends pursuing an institutionalization of project development activities, (2) enlisting private sector land development companies as executing agencies; and (3) supporting financially and with technical assistance the many nongovernmental agencies that operate in rural development.

Unlike many countries, Bolivia succeeded. Over the past generation, public investment shifted dramatically toward primary services and resource distribution became far more equitable, partly due to the creation of new local governments. Many municipalities responded to decentralization with transparent, accountable government, yet others suffered ineptitude, corruption, or both. Why? Jean-Paul Faguet combines broad econometric data with deep qualitative evidence to investigate the social underpinnings of governance. He shows how the interaction of civic groups and business interests determines the quality of local decision making. In order to understand decentralization, Faguet argues, we must understand governance from the ground up. Drawing on his findings, he offers an evaluation of the potential benefits of decentralization and recommendations for structuring successful reform.
