Ashour considers the impact of cost-benefit analysis, organizational dynamics, factional disputes, and psychological factors to gain a deep understanding of the leaders' motives. Ashour concludes that Egypt's prospects for social stability and economic recovery will remain bleak if the relationship between the military and the Muslim Brotherhood is not redefined within institutional, democratic rules of political competition. The author argues that Egypt's military should embrace a balanced civil-military relationship to realize broad, long-term benefits and avoid otherwise inevitable and costly clashes with segments of Egyptian society. As for the Muslim Brotherhood, Ashour recommends that it reevaluate its recent decisions and work to develop a sustained, solid, and cross-ideological civilian front that can pressure the military to leave politics and allow for democratization.

Tunisia became the only democracy in the entire region while Egypt saw its first freely elected president and government thrown out by the army in a bloody coup which resulted in a regime that is no less authoritarian than Mubarak’s. This book provides a detailed analysis of the political, economic, and constitutional developments in Tunisia and Egypt. In the light of the existing literature on comparative democratization, the author explores why Egypt’s path to democratization was eroded by several transitional actors while Tunisian political elite managed to move the country towards democracy. The book centers its focus on the role of the political agents in designing the transition and explores the transitional period with respect to the interactions among the political elite and their cost-benefit assumptions, ideological interests, as well as their commitment to democratic processes.

Corrupt acts are subject to decision making authority and assets available for grabbing. These assets can be stolen, created by artificial shortage, or become available as the result of a market failure. Assets that are especially exposed to corruption include profits from the private sector, revenues from the export of natural resources, aid and loans, and the proceeds of crime. Whether or not opportunities for corruption are exploited depends on the individuals involved, the institution or society they are part of, and the law enforcement circumstances. Corruption usually persists in situations in which players are aware of the facts but nonetheless condone the practice. Absence of reaction can result from information asymmetries (in which the people who are supposed to act are not aware of the need to act), coordination failure, patronage-determined loyalty, and incentive problems at the political level. This review of results and insights from different parts of the scholarly literature on corruption focuses on areas where research can guide anticorruption policy. The report also describes a number of corruption-related challenges in need of more attention from researchers.
