The Regional Council of Guadeloupe, in collaboration with the Association of Caribbean Writers, organised the third edition of the Congress of Caribbean Writers from April 10th to 13th, 2013. The theme of this third Congress, at which the distinguished American writer, Russel Banks was the Guest of Honour, served as a foundation for analysing the circumstances and conditions behind the establishment and collapse of colonial slave societies in the Caribbean islands: "A collective epic, our fight for freedom - historic truth and romantic fiction in Caribbean literatures". The issues addressed were complex and connected to the trauma of memory and oblivion as well as to the impasses of writing history employed in the literary fields of the Caribbean. This volume of the Proceedings of the third Congress is a continuation of the two preceding volumes, which were distributed by the same publisher in 2011 and 2013 respectively. It challenges the idea popularized by thinkers such as and Claude Lévi-Strauss and Jean-François Lyotard that historical meta-mythology and meta-narrative are philosophically obsolete. As long as humanity, viewed anthropologically, lives by over-arching narrative, the quest for a version that survives rational criticism remains vital. Here human rights serve as the key to unlock such a version. Despite the fact that the Hegelian philosophy of history has often been derided, something very similar currently functions as the official ideology of the world community: the idea of history as the story of freedom. This book does not retell the world-historical story of freedom. Rather, it uncovers it, beginning with the current age of human rights and working backward through the great role-model civilizations of history. Its conclusion is that a forward retelling of the story of freedom as the story of human rights can be justified by dewesternizing the story. The book contains critical responses from specialized scholars and re-presentative of selected world cultures. The volume includes illustrations, and a guest Afterword by Donald Phillip Verene. It is a companion-volume to the author's Hegel's Logic: Between History and Dialectic (North-western University Press, 1996).

Book excerpt: Drawing on deconstruction, postcolonial theory, cultural studies, and subaltern studies, The Other Side of the Popular is as much a reflection on the limitations and possibilities for thinking about the politics of Latin American culture as it is a study of the culture itself. Gareth Williams pays particular attention to the close relationship between complex cultural shifts and the development of the neoliberal nation-state. The modern Latin American nation, he argues, was built upon the idea of "the people," a citizenry with common interests transcending demographic and cultural differences. As nations have weakened in relation to the global economy, this moment—of the popular as the basis of nation-building—has passed, causing seismic shifts in the relationships between governments and cultural formations. Williams asserts that these changed relationships necessitate the rethinking of fundamental concepts such as "the popular" and "the nation." He maintains that the perspective of subalternity is vital to this theoretical project because it demands the reimagining of the connections between critical reason and its objects of analysis. Williams develops his argument through studies of events highlighting Latin America’s uneasy, and often violent, transition to late capitalism over the past thirty years. He looks at the Chiapas rebellion in Mexico, genocide in El Salvador, the Sendero in Peru, Chile’s and Argentina’s transitions to democratic governments, and Latin Americans’ migration northward. Williams also reads film, photography, and literary works, including Ricardo Piglia’s The Absent City and the statements of a young Salvadoran woman, the daughter of ex-guerrilleros, living in South Central Los Angeles. The Other Side of the Popular is an incisive interpretation of Latin American culture and politics over the last few decades as well as a thoughtful meditation on the state of Latin American cultural studies.
