Book excerpt: "Russia's 2014 annexation of Crimea and military operations in Eastern Ukraine have prompted renewed discussion about the possibility of a Russian attack on a North Atlantic Treaty Organization (NATO) ally, particularly in the Baltic's. Many analysts have raised questions about whether NATO members would respond militarily to such an attack. This report contributes to U.S. defense planning by identifying 13 key factors that are likely to affect each member's decision to participate in a military response to either an unconventional or conventional Russian attack. Based on this analysis, the report recommends ways to reduce allies' vulnerability to Russian influence and increase alliance cohesion"--Publisher's web site

Book A New Concept of Cooperative Security

Download or read book A New Concept of Cooperative Security written by Ashton B. Carter and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the moment, the revision of security policy and the formation of a new consensus to support it are still at an early stage of development. The idea of comprehensive security cooperation among the major military establishments to form an inclusive international security arrangement has been only barely acknowledged and is only partially developed. The basic principle of cooperation has been proclaimed in general terms in the Paris Charter issued in November of 1990. Important implementing provisions have been embodied in the Strategic Arms Reductions Talks (START), Conventional Forces in Europe (CFE), and Intermediate-Range Nuclear Forces (INF) treaties. Except for the regulation of U.S. and Commonwealth of Independent States (CIS) strategic forces, however, these arrangements apply only to the European theater and even there have not been systematically developed. The formation of a new security order requires that cooperative theaters of military engagement be systematically developed. Clearly that exercise will stretch the minds of all those whose thinking about security has been premised on confrontational methods. Nonetheless, such a stretching is unavoidable. The new security problems are driven by powerful forces, reshaping the entire international context. They impose starkly different requirements. They will deflect even the impressive momentum of U.S. military traditions. The eventual outcome is uncertain. It turns upon political debates yet to be held, consensus judgements yet to form, and events and their implications yet to unfold. Fundamental reconceptualization of security policy is a necessary step in the right direction, and it is important to get on with it. Getting on with it means defining the new concept of cooperative security, identifying the trends that motivate it, outlining its implications for practical policy action, and acknowledging its constraints. These tasks are the purpose of this essay.

Book NL ARMS Netherlands Annual Review of Military Studies 2020

Download or read book NL ARMS Netherlands Annual Review of Military Studies 2020 written by Frans Osinga and published by Springer Nature. This book was released on 2020-12-03 with total page 538 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Dr. Tim Sweijs is the Director of Research at The Hague Centre for Strategic Studies and a Research Fellow at the Faculty of Military Sciences of the Netherlands Defence Academy in Breda.
