This Act replaced a unilateral system for the determination of most terms and conditions of employment for federal public servants with a bilateral system whereby employees were assured of a large measure of participation in the determination of those terms and conditions. This study examines the Act in detail, considers how the parties have accomodated themselves to it, and discusses the problems they have encountered in adapting to some of its provisions. In conclusion, the authors present their recommendations for amendments to the law and for changes in some of the practices by the parties within the framework of the law.
