Observers are sharply divided as to whether the ubiquitous attempts at cooperation among competing firms in Asia have been a key to competitiveness or a corrosive form of collusion. This timely book offers a close look at the impact of industrial policies on collective action in East Asia—in Japan and Taiwan and, more briefly, in South Korea. Systematically comparative and based on interviews and original research in the local languages, it focuses on forms of collective action such as cartels, standardization, and research and development consortia in the consumer electronics and minimill steel industries. The book combines detailed case studies with analyses of the political, bureaucratic, and industrial environments in which policy is crafted. It also considers how these environments have evolved in the past decade as long-ruling conservative parties have been challenged in all three countries.Among the book's findings is a surprising disparity between the ways in which Japan and Taiwan have handled collective action policy, despite their many historical, demographic, and economic similarities. Collective Action in East Asia also brings to light unexpected inconsistencies in the effectiveness of Japanese policy, which frequently succeeds with R&D consortia but struggles with cartels. Studying both the rapid-growth period of the 1980s and the more recent economic slowdown in East Asia, this book provides crucial information for an understanding of today's global economy.

This volume explores the applicability of European economic and social models to our analysis of East Asia’s and, in particular, China’s situation. Though millions of Chinese and other Asian people have been lifted out of poverty, inequality is rising nonetheless, and contemporary Europe and Asia are both witnessing collective action against rampant economic neoliberalism in the former and the exclusion of minorities in the latter. It is difficult to overstate the relevance of this assessment, which seeks answers to some central questions: Can events in Europe serve as a model for those in East Asia? Are there similarities or differences between the two regions? To what extent do political, economic or social systems stimulate or inhibit collective action? How culturally equivalent are the collective actions of marginalized/ disadvantaged people in the two locations, or are events in Europe symptomatic of specific cultural attributes? Comparing and contrasting the research tools and dominant paradigms in the social and economic sciences in East Asia and Europe, as this volume does, throws out some revealing results.

These two areas of the world have similar histories and political ideals and structures in common which in turn, affect the structure of its civil society. In studying civil society in Asia, a different understanding of history, politics, and society is needed. The region’s long traditions of centralized, authoritarian states buttressed by Confucian and in some cases Communist ideologies may render this concept irrelevant. The chapters in this international volume cover most of the areas and countries traditionally defined as belonging to East Asia: Japan, Taiwan, South Korea, Hong Kong, Singapore and China. The case studies included in this volume confront the utility of using the Western concept of civil society, represented in its most active form – social movements – to think about East Asia popular politics. Along with providing an array of important case studies of social movements in East Asia, the introduction, chapters and conclusion in the book take up three major theoretical questions: the effect of the East Asian cultural, social and institutional context upon the mobilization, activities and outcomes of social movements in that region, the role of social movements in larger transformative processes, utility of Western social movement concepts in explaining social movements in East Asia. Collective Action and Property Rights for Poverty Reduction: Insights from Africa and Asia examines how these two types of institutions, separately and together, influence quality of life and how they can be strengthened to improve the livelihoods of the rural poor. The product of a global research study by the Systemwide Program on Collective Action and Property Rights (CAPRi) of the Consultative Group on International Agricultural Research, this book draws on case studies from East Africa and South and Southeast Asia to investigate how collective action and property rights have contributed to poverty reduction. The book extends the analysis of these institutions beyond their frequently studied role in natural resource management by also examining how they can reduce vulnerability to different types of shocks. Essays in the volume identify opportunities and risks present in the institutions of collective action and property rights. For example, property rights to natural resources can offer a variety of advantages, providing individuals and groups not only with benefits and incomes but also with assets that can counter the negative effects of shocks such as drought, and can make collective action easier. The authors also demonstrate that collective action has the potential to reduce poverty if it includes more vulnerable groups such as women, ethnic minorities, and the very poor. Preventing exclusion of these often-marginalized groups and guaranteeing genuinely inclusive collective action might require special rules and policies. Another danger to the poor is the capture of property rights by elites, which can be the result of privatization and decentralization policies; case studies and analysis identify actions to prevent such elite capture.

In this new work, Yongshun Cai combines original fieldwork with secondary sources to examine how social protest has become a viable method of resistance in China and, more importantly, why some collective actions succeed while others fail. Cai looks at the collective resistance of a range of social groups—peasants to workers to homeowners—and explores the outcomes of social protests in China by adopting an analytical framework that operationalizes the forcefulness of protestor action and the cost-benefit calculations of the government. He shows that a protesting group's ability to create and exploit the divide within the state, mobilize participants, or gain extra support directly affects the outcome of its collective action. Moreover, by exploring the government's response to social protests, the book addresses the resilience of the Chinese political system and its implications for social and political developments in China.

This volume outlines a new agenda for the study of advocacy organizations, proposing a model of NGOs as collective actors that seek to fulfil normative concerns and instrumental incentives, face collective action problems, and compete as well as collaborate with other advocacy actors. The analogy of the firm is a useful way of studying advocacy actors because individuals, via advocacy NGOs, make choices which are analytically similar to those that shareholders make in the context of firms. The authors view advocacy NGOs as special types of firms that make strategic choices in policy markets which, along with creating public goods, support organizational survival, visibility, and growth. Advocacy NGOs' strategy can therefore be understood as a response to opportunities to supply distinct advocacy products to well-defined constituencies, as well as a response to normative or principled concerns.

Successful collective action requires leadership with both capability (as suggested by rationalist theories) and legitimacy (as suggested by constructivist approaches). A central point of the paper is that the putative or aspiring leaders of Asian regionalism throughout the post-war period never had both.
