Book excerpt: There exists a wide range of development interventions that aim to 1) empower women and 2) ensure food security for rural smallholder farmers. These types of interventions, implemented separately, have had varied success. The implementation of interventions to achieve both women's empowerment and seed security simultaneously has been researched in a few studies, but the successful achievement of these goals has rarely been observed. This study investigates the impact a layered seed production/self-help group program had on women's empowerment and seed security. The research was conducted in 2 districts in Uttar Pradesh, India using semi-structured interviews of 36 participants. The findings indicate that, through the collective power of self-help groups, women were empowered and seed security was increased for women within the group as well as the greater community through the seed production program. Further, women who participated in the seed production program in addition to their regular self-help group membership, were empowered through additional channels specific to the layered seed production systems. This research indicates that self-help groups can act as a platform for development interventions and integrate well with seed system interventions.

Book excerpt: Community seed banks first appeared towards the end of the 1980s, established with the support of international and national non-governmental organizations. This book is the first to provide a global review of their development and includes a wide range of case studies. Countries that pioneered various types of community seed banks include Bangladesh, Brazil, Ethiopia, India, Nepal, Nicaragua, the Philippines and Zimbabwe. In the North, a particular type of community seed bank emerged known as a seed-savers network. Such networks were first established in Australia, Canada, the UK and the USA before spreading to other countries. Over time, the number and diversity of seed banks has grown. In Nepal, for example, there are now more than 100 self-described community seed banks whose functions range from pure conservation to commercial seed production. In Brazil, community seed banks operate in various regions of the country. Surprisingly, despite 25 years of history and the rapid growth in number, organizational diversity and geographical coverage of community seed banks, recognition of their roles and contributions has remained scanty. The book reviews their history, evolution, experiences, successes and failures (and reasons why), challenges and prospects. It fills a significant gap in the literature on agricultural biodiversity and conservation, and their contribution to food sovereignty and security.

Collective Action and Property Rights for Poverty Reduction: Insights from Africa and Asia examines how these two types of institutions, separately and together, influence quality of life and how they can be strengthened to improve the livelihoods of the rural poor. The product of a global research study by the Systemwide Program on Collective Action and Property Rights (CAPRi) of the Consultative Group on International Agricultural Research, this book draws on case studies from East Africa and South and Southeast Asia to investigate how collective action and property rights have contributed to poverty reduction. The book extends the analysis of these institutions beyond their frequently studied role in natural resource management by also examining how they can reduce vulnerability to different types of shocks. Essays in the volume identify opportunities and risks present in the institutions of collective action and property rights. For example, property rights to natural resources can offer a variety of advantages, providing individuals and groups not only with benefits and incomes but also with assets that can counter the negative effects of shocks such as drought, and can make collective action easier. The authors also demonstrate that collective action has the potential to reduce poverty if it includes more vulnerable groups such as women, ethnic minorities, and the very poor. Preventing exclusion of these often-marginalized groups and guaranteeing genuinely inclusive collective action might require special rules and policies. Another danger to the poor is the capture of property rights by elites, which can be the result of privatization and decentralization policies; case studies and analysis identify actions to prevent such elite capture.

CBM contributes to the empowerment of farming communities to manage their biological resources and make informed decisions on the conservation and use of agrobiodiversity. Book excerpt: Rural producer organizations (RPOs), such as farmers' organizations or rural cooperatives, offer a means for smallholder farmers in developing countries to sell their crops commercially. RPOs hold particular promise for Sub-Saharan Africa, where small-scale farming is the primary livelihood but commercialization of food crops is very limited. Using the experience of smallholders in Ethiopia as a case study, this research monograph identifies the benefits of RPOs for small farmers, as well as the conditions under which such organizations most successfully promote smallholder commercialization. The evidence from Ethiopia indicates that RPOs do increase farmers' profits from crop sales, but that the beneficiaries do not tend to be the poorest smallholders. Moreover, an RPO's marketing effectiveness is precarious: it can easily diminish if the number or diversity of its members increases or if it provides more non-marketing services. The authors conclude that RPOs have a role to play in the agricultural development of Sub-Saharan Africa, but that role should be complemented by other programs that directly target the poorest farmers. Further, the effectiveness of RPOs should be preserved by allowing them to follow their own agendas rather than being encouraged to take on non-marketing activities. The assessment of RPOs presented in this monograph should be a valuable resource for policymakers and researchers concerned with economic development and poverty reduction in Sub-Saharan Africa.

This thesis explores these struggles in the context of highland Guatemala, examining food/seed sovereignty and permaculture movements and the lived experiences of rural women, farmers and grassroots environmental collectives. First, this thesis explores the historical erosion of local seed sovereignty, women's current roles in the food sovereignty movement and the gendered implications of both of these processes. Second, this thesis explores how grassroots collectives are drawing from permaculture's principles to creatively address agricultural and environmental vulnerabilities through horizontal organizational frameworks. This thesis posits that the food sovereignty and permaculture movements not only offer promising approaches for agricultural production and environmental stewardship, but they also provide valuable insights into the process of promoting local self-determination, democratization, gender equality and resiliency within and beyond local movements.

Book excerpt: Over the past decade, Ghana’s tilapia farming has experienced tremendous growth in production; however, much of the growth has been driven by large-scale cage farmers around Lake Volta. It remains unclear how this growth is and can be made more inclusive of poor and young women and men. This study was conducted to analyze different inclusive business models along the fish seed value chain that can potentially be implemented in Ghana. Based on literature review, field interviews, analysis of survey data, and stakeholder workshops, this study develops four business model prototypes for seed multiplication and distribution to increase farmers’ access to and use of quality tilapia seed: (1) Nursery , which buy fish fry from a reliable hatchery, transport them to locations near other farmers, and grow it to a larger size; (2) Local feed mill, with pelleting machine and technical knowledge to advise on feed formulation; (3) Agents, technical experts who supply fingerlings, handle transport and marketing, and provide technical advice; and (4) Local hatchery, which obtains brood stock from a reliable source, produces local fingerlings to sell to nearby farmers, and provides technical support. Initial ex ante financial and profitability analyses were undertaken and will be refined according to the actual context in the particular district where the sensitization and pilot-testing will take place. These business models have the potential not only to increase farmers’ access to and use of quality tilapia seed but also to provide livelihood and income generation along the fish seed value chain.
