This is a little injudicious in them, because most of their wit, if wit it may be called, recoils back upon their own country, and strikingly resembles the flippant ridicule which their own more lively neighbours have lavished upon the hard drinking, the oaths, the gross amusements, the dingy coffee-houses, the boxing matches, the beer, and the coal-smoke of the proud and melancholy islanders. Their old maritime contests and commer cial rivalry may serve to excuse this misrepresentation in English men, but for us there is no apology. Unwilling to forestall the labors of writers of history, by anticipating the use of the new materials presented in the following pages, they have not encumbered the text with notes or comments of their own nor deemed it expedient to vary from the general principles laid down in the introduction to the preceding volume, the first of the series. The Clarendon Papers, which occupy the first place in this volume, are copies from the original manuscripts preserved in the Bodleian Library at Oxford, England. They were procured by Mr. George H. Moore, in the course of researches for his tion of the Statutes at Large of New York from 1664 to 1691. In placing them at the disposal of the committee for publication, Mr. Moore desired that due acknowledgment should be made to the Librarian, Rev. H. O. Coxe, M Corp. Christ, for his courtesy in promoting the objects of the inquiry which led to this valuable result. These documents cannot fail to be regarded with peculiar interest, for the light which they throw on the origin, progress, and results of the Royal Commission of1664 and the American Colo nial policy of Clarendon's administration. Nor is their value diminished by the fact that they have so long remained untouched in the repositories of the University, and are now for the first time made available with us for the history of the important transac tions in America to which they relate. Beaumarchais has discovered a great deal to me in conversation on this subject, which Shews what iniquitous means have been used by Mr. Deane to keep me in the dark and get this business settled by secret and indirect means. I shall state the whole to Congress by the first opportunity. At present, I shall only observe that M. Beaumarchais makes it appear that he lent Mr. Deane 30, 000 liv. For some private scheme of trade, and liv. For his pocket, as Mr. Deane pretended, the last of which sums he has not repaid, and probably intended should be charged to the public in M. Beaumarchais general demand, and so pass unnoticed. He lent also liv. To Mr. Carmichael, and at that very time both these Gentlemen were filling his ears with tales about me, and have been very industrious in endeavouring to obtain a payment of his demand at Congress, which neither of them, while they were here, would ever inform Dr. Franklin and myself they believed to be just. Neither those Gentlemen nor Mr. Gerard are, as I conceive, disinterested witnesses in this business. It ought to be in M. Beaumarchais power to clear up the matter without having recourse to such suspicious evidence by the testimony of those who constitute the Company and supplied the money. The researches of Mr. Broadhead, the agent, having terminated successfully in Holland, a memorial from this society, was presented at the last session of the Legislature, asking further means to enable him to pursue his investigations in England. This request was promptly granted, a liberal appropriation made, and Mr. Broadhead is now engaged in transcribing important documents preserved in the Record Office, London. His report is looked for with much interest, and will un doubtedly furnish many valuable additions to our present stock of historical authorities.
