Both seek to eliminate people and the heritage with which they identify. Cultural Heritage and Mass Atrocities assembles essays by thirty-eight experts from the heritage, social science, humanitarian, legal, and military communities. Focusing on immovable cultural heritage vulnerable to attack, the volume's guiding framework is the Responsibility to Protect (R2P), a United Nations resolution adopted unanimously in 2005 to permit international intervention against crimes of war or genocide. Based on the three pillars of prevent, react, and rebuild, R2P offers today's policymakers a set of existing laws and international norms that can and—as this book argues—must be extended to the protection of cultural heritage. Contributions consider the global value of cultural heritage and document recent attacks on people and sites in China, Guatemala, Iraq, Mali, Sri Lanka and Afghanistan, Syria, and Yemen. Tracing the historical foundations of the current legal framework, the work closely examines three factors that heavily informed the cultural heritage debate since the late eighteenth century: the rise of the encyclopaedic museum, the development of archaeology as a science, and the appropriation of objects in the context of armed conflict and colonialism. Using these resources they will be able to investigate, educate, and elucidate, in order to promote and disseminate and to preserve civilization. Extremely important in conceptualizing the digital environment priorities in Europe was its cultural heritage and the feeling that these rich resources should be open to Europe and the global community. In this book we focus on European digitized heritage and digital culture, and its potential in the digital age. We specifically look at the EU and its approaches to digitization and digital culture, problems detected, and achievements reached, all with an emphasis on digital cultural heritage. We seek to report on important documents that were prepared on digitization; copyright and related documents; research and education in the digital libraries field under the auspices of the EU; some other European and national initiatives; and funded projects. The aim of this book is to discuss the development of digital libraries in the European context by presenting, primarily to non-European communities interested in digital libraries, the phenomena, initiatives, and developments that dominated in Europe. We describe the main projects and their outcomes, and shine a light on the number of challenges that have been inspiring new approaches, cooperative efforts, and the use of research methodology at different stages of the digital libraries development. The specific goals are reflected in the structure of the book, which can be conceived as a guide to several main topics and sub-topics. However, the author’s scope is far from being comprehensive, since the field of digital libraries is very complex and digital libraries for cultural heritage is even moreso.

Focusing on the works of Nobel Prize-winning novelist Knut Hamsun and modernist poets Asmund Sveen and Rolf Jacobsen, all of whom collaborated with the Nazi regime during the occupation of Norway in World War II, and those of the anti-fascist novelist and critic Sigurd Hoel, Dean Krouk reveals key aspects of the modernist literary imagination in Norway. In their writings, Hamsun, Sveen, and Jacobsen expressed their discontent with twentieth-century European modernity, which they perceived as overly rationalized or nihilistic. Krouk explains how fascism offered these writers a seductive utopian vision that intersected with the countercultural and avant-garde aspects of their literary works, while Hoel’s critical analysis of Nazism extended to a questioning of all patriarchal forms of authority. Krouk’s readings of their works serve as a timely reminder to us all of the dangers of fascism.

According to Apter, FESTAC expanded the horizons of blackness in Nigeria to mirror the global circuits of its economy. By showcasing masks, dances, images, and souvenirs from its many diverse ethnic groups, Nigeria forged a new national culture. In the grandeur of this oil-fed confidence, the nation subsumed all black and African cultures within its empire of cultural signs and erased its colonial legacies from collective memory. As the oil economy collapsed, however, cultural signs became unstable, contributing to rampant violence and dissimulation. The Pan-African Nation unpacks FESTAC as a historically situated mirror of production in Nigeria. More broadly, it points towards a critique of the political economy of the sign in postcolonial Africa.

Today, systematic exploitation, manipulation, attacks, and destruction of cultural heritage by state and non-state actors form part of most violent conflicts across the world. Such acts are often intentional and based on well-planned strategies for inflicting harm on groups of people and communities. With this increasing awareness of the role cultural heritage plays in war, scholars and practitioners have progressed from seeing conflict-related destruction of cultural heritage as a cultural tragedy to understanding it as a vital national security issue. There is also a shift from the desire to protect cultural property for its own sake to viewing its protection as connected to broader agendas of peace and security. Concerns about cultural heritage have thus migrated beyond the cultural sphere to worries about the protection of civilians, the financing of terrorism, societal resilience, post-conflict reconciliation, hybrid warfare, and the geopolitics of territorial conflicts. This volume seeks to deepen public understanding of the evolving nexus between cultural heritage and security in the twenty-first century. Drawing on a variety of disciplines and perspectives, the chapters in this volume examine a complex set of relationships between the deliberate destruction and misuse of cultural heritage in times of conflict, on the one hand, and basic societal values, legal principles, and national security, on the other.
