Cultural Heritage and Mass Atrocities assembles essays by thirty-eight experts from the heritage, social science, humanitarian, legal, and military communities. Focusing on immovable cultural heritage vulnerable to attack, the volume's guiding framework is the Responsibility to Protect (R2P), a United Nations resolution adopted unanimously in 2005 to permit international intervention against crimes of war or genocide. Based on the three pillars of prevent, react, and rebuild, R2P offers today's policymakers a set of existing laws and international norms that can and—as this book argues—must be extended to the protection of cultural heritage. Contributions consider the global value of cultural heritage and document recent attacks on people and sites in China, Guatemala, Iraq, Mali, Sri Lanka and Afghanistan, Syria, and Yemen. Delivering educational, cultural, and research resources-especially from major scientific and cultural organizations-has become a core mission of these organizations. Using these resources they will be able to investigate, educate, and elucidate, in order to promote and disseminate and to preserve civilization. Extremely important in conceptualizing the digital environment priorities in Europe was its cultural heritage and the feeling that these rich resources should be open to Europe and the global community. In this book we focus on European digitized heritage and digital culture, and its potential in the digital age. We specifically look at the EU and its approaches to digitization and digital culture, problems detected, and achievements reached, all with an emphasis on digital cultural heritage. We seek to report on important documents that were prepared on digitization; copyright and related documents; research and education in the digital libraries field under the auspices of the EU; some other European and national initiatives; and funded projects. The aim of this book is to discuss the development of digital libraries in the European context by presenting, primarily to non-European communities interested in digital libraries, the phenomena, initiatives, and developments that dominated in Europe. We describe the main projects and their outcomes, and shine a light on the number of challenges that have been inspiring new approaches, cooperative efforts, and the use of research methodology at different stages of the digital libraries development. The specific goals are reflected in the structure of the book, which can be conceived as a guide to several main topics and sub-topics. Book excerpt: In this book, the authors begin by discussing research on the digitalization of cultural heritage, illuminating the centralization and specific conservatism of digitization in Poland, a low level of access to digitized objects, and poor acclimatization to user needs. Next, a study is presented on the ethical and legal aspects of shipwrecks with a complex ownership status due to the waters they lie in and because their cargo may belong to a community that was colonised, to one that does not exist today, or to a state whose territory belongs to a different, new state. This chapter concentrates on the varied formulas for shipwreck claim, as well as the debates on state succession for underwater cultural heritage and on the return of cultural objects found in shipwrecks. Next, an investigation is offered on the dimensions of design intervention for territorial Cultural Heritage, from the typology of the object of intervention to the scale of intervention, up to identifying the specific actions that can be implemented. The authors go on to review cultural policy agendas of the EU from the macro perspective in the context of EUs Europeana project as a case of digital humanities. Additionally, they discuss how the Europeana project is currently executed and what approach it is focused on. Documentation of cultural heritage is examined as a necessity, with its importance exemplified in today's tempestuous world, where many monuments vanish because of the advancement of human society, indifference, vandalism, terrorism, and other reasons. The new technologies established based on computer processing, laser technology, and geophysical principles are discussed. Next, a paper is presented with the goal of determining which non-invasive methods give the instructions for preparing the proper facsimile, or reprint of an out-of-print book that represents an identical reproduction of the original. In the final chapter, the authors deliberate on the modification of Building Information Modeling methodology to address the modeling and management of heritage/historic buildings, resulting in Heritage/Historic Building Information Modeling.

We see destructions caused by looting and illicit traffic but also iconoclasm and manipulations of cultural heritage for political, religious, economic, and propaganda reasons. Revenues of illegal selling are often used to finance conflicts as illustrated in the Da'esh business model example in this publication. Cultural Property Protection (CPP), while legally mandatory under national and international law, is poorly implemented and sanctions are rarely enforced. There is however, a constant and international demand for education and outcomes of multidisciplinary research on the topic, especially in the context of conflict and crime. Research must include military perspectives, and common mechanisms connected to abuse and protection. Outcomes should contain academic conceptualization, as well as practice based solutions to diminish and mitigate damage. To meet demands while expanding, and following up on their previous work Military Involvement in Cultural Property Protection: An Overview (Joint Force Quarterly, JFQ 74, 3rd Quarter 2014 July 2014) the authors wrote this publication. It contains a selection of field case examples and incorporates recent developments and trends. All ingredients serve to feed research and dialogue about the use and abuse of cultural heritage especially in the event of conflict, with a focus on cooperation and coordination between civil stakeholders and military parties. A selection of identified fundamental CPP problems is discussed as part of a comparative analysis with field examples such as the Dugong case, an illustration of overlap between cultural and natural heritage coined as hybrid heritage. Other cases include events in Libya, Estonia, Iraq, Syria, Turkey and Mali. All are weighed against Rittel's wicked problems theory and other concepts while involving new notions of securitization, politicization, memorialization and propagandization of cultural property. Last but not least, the authors signal within circles of IO's, NGO's and Governmental parties involved in the management and protection of heritage, an increase of bureaucratic behavior and political use of mankind's cultural heritage contributing to the current deplorable situation.

Book excerpt: The global community, dependent as always on the cooperation of nation states, is gradually learning to address the serious threats to the cultural heritage of our disparate but shared civilizations. The legacy of conquest, colonialization, and commerce looms large in defining and explaining these threats. The essays contained in this challenging volume are based on papers presented at an international conference on cultural heritage issues that took place at Willamette University . The conference sought to generate fresh ideas about these cultural heritage issues; offer a good sense of their nuances and complexities; and reveal how culture, law, and ethics can interact, complement, diverge, and contradict one another. This book seeks to accomplish these purposes. What it explores is the fact that, allong with an emerging blend of adversarial and collaborative processes to address cultural heritage issues, has come a substantial broadening of the normative framework in recent years. This framework now spans a welter of issues ranging from the creation of cultural safety zones during armed conflict, to the ongoing rectification of genocidal conquest during the European Holocaust and World War II, to the treatment of shipwrecks and their cargo, to the protection of folklore and other intangibles, to the promotion of traditional knowledge in the interest of biological diversity. All of these topics are controversial, as are the legal instruments that incorporate them, but the issues they embrace are vital to us all, whether our viewpoint is in the global arena, a national legislature, a courtroom, a classroom, an archaeological site, or a museum.
