Book excerpt: Natural disasters-including hurricanes, earthquakes, volcanic eruptions, and floods-caused more than 220,000 deaths worldwide in the first half of 2010 and wreaked havoc on homes, buildings, and the environment. To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.

As with the conference, this book successfully brings together views from humanitarian and development agencies, academia, business, government and funding bodies. It is rare to engage such a wide range of sectors in a discussion relating to the issues of disaster risk reduction from a natural hazards perspective, and the book captures this interaction and the resultant exchange of ideas, thus providing an insight into how stakeholders respectively undertake or engage with natural hazards research. Collectively, the articles highlight the need for greater dialogue, understanding and collaboration between all these sectors if research is to be made relevant and generate significant impact on risk reduction policy and practice. There is an urgent requirement to better understand the respective needs, ways of working, project timescales and funding mechanisms for disaster risk reduction, as well as the challenges posed by institutional and organizational structures and functions. These issues must be overcome to ensure that ultimately, and most significantly, discussions turn into positive practical actions so that research on natural hazards is relevant and applicable. The book represents a step in that journey. This book was published as a special issue of Environmental Hazards.

Book excerpt: This book evolved from a collaborative research project between the University of Manitoba, Canada and Jahangirnagar University, Bangladesh, which commenced in 1984 to study the problems of river channel migration, rural population displacement and land relocation in Bangladesh. The study was sponsored by the International Development Research Center (IDRC), based in Ottawa, Canada. It was through this project that I started my journey into disaster research more than thirteen years ago with basically an applied problem of massive magnitude in Bangladesh. I spent two- and-a half-years, in two stages, in Bangladesh's riparian villages to collect the empirical data for this study. Then the growing disaster discourse throughout the 1980s, especially its conceptual and theoretical areas, drew me in further, gluing my interest to these issues. In the 1990s, during my research and teaching at Brandon University, Canada, I realized that, despite the large body of literature on natural disasters, there was no work that synthesized the approaches to nature-triggered disasters in a comprehensive form, with sufficient empirical substantiation. In addition, despite the great deal of attention given to disasters in Bangladesh, I found no detailed reference book on the topic. Natural hazards and disasters, in my view, should be studied under a holistic framework encompassing the natural environment, society and individuals. Overreaction to the limitations of technocratic-scientific approaches-the control and prevention of physical events through specialized knowledge and skills-has resulted in a call for "taking the naturalness out of natural disasters.

Unlike most existing approaches to disaster, critical disaster studies begins with the idea that disasters are not objective facts, but rather are interpretive fictions—and they shape the way people see the world. By questioning the concept of disaster itself, critical disaster studies reveals the stakes of defining people or places as vulnerable, resilient, or at risk. As social constructs, disaster, vulnerability, resilience, and risk shape and are shaped by contests over power. Managers and technocrats often herald the goals of disaster response and recovery as objective, quantifiable, or self-evident. In reality, the goals are subjective, and usually contested. Critical disaster studies attends to the ways powerful people often use claims of technocratic expertise to maintain power. Moreover, rather than existing as isolated events, disasters take place over time. People commonly imagine disasters to be unexpected and sudden, making structural conditions appear contingent, widespread conditions appear local, and chronic conditions appear acute. By placing disasters in broader contexts, critical disaster studies peels away that veneer. With chapters by scholars of five continents and seven disciplines, Critical Disaster Studies asks how disasters come to be known as disasters, how disasters are used as tools of governance and politics, and how people imagine and anticipate disasters.
