At heart, co-management is about sharing power, one of the most difficult but rewarding experiences in personal and social life. The book is designed for professionals and people involved in practical co-management processes, and distils a wealth of experience and innovative approacheslearned by doing. It begins by offering a variety of vistas, from historical analyses to a clear grasp of key concepts. Illustrated in detail is the understanding accumulated in recent decades on starting points for co-management, conditions and methods for successful negotiations, ideas to manage conflicts and types of agreements and co-management institutions emerging from the negotiation tables. Book excerpt: Within the field of management of natural resources, this book focuses on the various approaches of policy formulation and implementation. The question central to this book is how to co-operate with people, the various categories of residents as well as non-residents, in the rural areas: in a top-down, a participatory or a contractual (co-management) way. On the basis of a comparative analysis of 12 case studies in the book, these three approaches are thoroughly discussed and their internal and external constraints examined. The book starts with an editorial chapter, discussing the recent administrative and political developments in Africa as well as the new opportunities, which they offer for policies in the field of environment, and development. The question is brought up whether the recent processes of decentralization, democratization, and empowerment of local organizations have indeed created new opportunities or that they have only superficially changed the political culture of the countries concerned. In the concluding chapter of the book, the approaches are contrasted to each other as logical models, each with its own potentiality and limitations. Conclusions are formulated why the top down approach must result in improvization to escape from failure, and why the participatory approach risks to end up into a mixed balance. Special attention is given to the conditions and the prospects for the contractual or co-management approach, which has been introduced into Africa only recently. Under certain conditions, this approach seems rather promising.

For example, through the Healthy Forests Restoration Act and appropriations for the National Fire Plan, Congress has directed that federal land management agencies should make the states and local governments full partners in collaborative resource management, and work closely with citizens and governments at all levels. (Public Law 108-148) In August 2004, President Bush released an Executive Order calling for cooperative conservation, with an emphasis on appropriate inclusion of local participation in federal decisionmaking, [including] collaborative activity among federal, state, local, and tribal governments, private for-profit and nonprofit institutions, other nongovernmental entities and individuals.

Book excerpt: Whether the stakeholders include public, nonprofit, or exclusively private participants, collaboration is increasingly favored over regulatory enforcement or litigation as a means to settle environmental conflicts. At the urging of citizens, nongovernmental organizations, industry, and individuals within their own institutions, government officials at all levels have been experimenting with collaboration in a wide variety of contexts. Yet questions remain about the best way to ensure that government involvement will be constructive -- that is will support collaboration, rather than introduce barriers. The goal of this work is to analyze data from a variety of cases to explain how the different roles government plays in collaborative environmental management lead to different processes and outcomes. Looking at examples where government has acted to lead, encourage, or follow in the process of collaboration, they apply their new theoretical framework to cases involving the management of watersheds, rivers, and estuaries to farmland, animal habitats, and forests. Finding that there is no "best" role for government; the authors are nonetheless able make important observations about when and where collaborative environmental management is likely to be effective

Book excerpt: Since natural resource issues, such as the changes in species habitat due to drought or sea level rise, are occurring at larger scales, it is challenging for a single entity to govern them independently. As a result, large scale collaboratives focus on bringing scientists, resource managers, and organizations together to address complex issues that cross multiple jurisdictional boundaries. The influence of scaling up these collaborative arrangements remains an underdeveloped topic. Moreover, some of these collaborative arrangements are producing knowledge to connect resource managers with the applied scientific information and tools to improve decision making and planning throughout a region. Far less attention has been given to understanding how scale influence collaborative arrangements that co-produce knowledge or the factors that influence the process and its implications on management. This dissertation explores how collaborative groups co-produced knowledge at the landscape scale to address challenges surrounding natural resource management. Each of the chapters ask the following research question: 1) How do collaborative arrangements co-produce scientific knowledge at the landscape scale? 2) To what extent and how does the co-production of knowledge in collaborative groups lead to learning? 3) To what extent and how does the knowledge co-produced in large-scale collaborative groups influence actors responsible for the implementation of natural resource management? The study uses a qualitative cross comparison case study, the Landscape Conservation Cooperative (LCC) Network. The results provide empirical support and further conceptualizes critical aspects of knowledge co -production. The process and implementation of the co-producing scientific knowledge supports collectively addressing socio-ecological conservation challenges presented at the landscape scale. Additionally, the findings highlight how the shared knowledge throughout the co-production process results in learning changes and outcomes. The work increases our understanding of the extent to which and how co-produced science is used to support planning and decision making in natural resource management, while adding to the broader body of knowledge on collaborative governance at the landscape scales.
