Book excerpt: Acontecimientos recientes (coletazos de la crisis económica, pandemia derivada de la COVID-19, invasión de Ucrania…) han impedido hasta la fecha la recuperación completa del mercado de trabajo nacional y su adecuación a lo que está por llegar. Ello ha llevado a que entre las propuestas contenidas en lo que ha dado en denominarse “Declaración de Alicante” (año 2022) se aluda de manera directa a la articulación de políticas activas de empleo con una dimensión local. O, en otros términos, al establecimiento de acciones centradas y específicas que releguen la panorámica general que obstaculiza la consecución de los objetivos perseguidos para la empleabilidad de las personas. Además, en este mismo documento se reitera la necesidad de mejorar la formación profesional para adecuar los perfiles profesionales a la oferta laboral de presente, del medio y del largo plazo. En esta obra se realiza esa mirada transversal a estas políticas activas de empleo desde los prismas de los sujetos afectados, incidiendo en los aspectos singulares. Así, centran la atención de estas páginas colectivos tradicionalmente identificados como vulnerables (jóvenes, mujeres y desempleados de larga duración), si bien con tintes relacionados con la cualificación y la transformación del mercado de trabajo a causa de la digitalización de las relaciones laborales. A estos grupos se anexionan otros que no han merecido la adecuada atención de la doctrina científica respecto de esta particular temática, como son las personas que realizan deporte con carácter profesional o las penadas en instituciones penitenciarias. Se completa la obra, en fin, con colaboraciones que analizan con exhaustividad y de manera sistemática la norma autonómica que disciplina los programas de empleo creados para la ejecución del Plan de Recuperación, Transformación y Resiliencia en la Comunidad Autónoma de Extremadura y se aprueban las primeras convocatorias de dichos programas.

Available in PDF, EPUB and Kindle. Book excerpt: Demand for less skilled workers decreased dramatically in the US and in other developed countries over the past two decades. We argue that pervasive skill-biased technological change rather than increased trade with the developing world is the principal culprit. The pervasiveness of this technological change is important for two reasons. First, it is an immediate and testable implication of technological change. Second, under standard assumptions, the more pervasive the skill-biased technological change the greater the increase in the embodied supply of less skilled workers and the greater the depressing effect on their relative wages through world goods prices. In contrast, in the Heckscher-Ohlin model with small open economies, the skill-bias of local technological changes does not affect wages. Thus, pervasiveness deals with a major criticism of skill-biased technological change as a cause. Testing the implications of pervasive, skill-biased technological change we find strong supporting evidence. First, across the OECD, most industries have increased the proportion of skilled workers employed despite rising or stable relative wages. Second, increases in demand for skills were concentrated in the same manufacturing industries in different developed countries.

La originalidad del trabajo radica en que el mismo adopta una perspectiva subjetiva en todos y cada uno de los puntos, lo que lleva al estudio no tanto de individuos sino de colectivos, siendo los que presentan especial dificultad en orden a la inserción laboral los que ocupan buena parte de las políticas de empleo- -En el primero se realiza una aproximación al derecho al trabajo y a la política de empleo desde una perspectiva internacional, comunitaria, constitucional, legal, autonómica y de la negociación colectiva, así como el dilema que plantean las acciones positivas en el ámbito del empleo.-El segundo se dedica al análisis constitucional del derecho al trabajo y del derecho al empleo como un derecho de oportunidad, así como los límites que de él se derivan para la libertad de empresa en su manifestación de libertad de colocación.-En el tercero, estudiamos las políticas de empleo en relación con las políticas de inserción social, defendiendo la existencia de un derecho a la inserción por el empleo. -El cuarto analiza la configuración legal de los colectivos prioritarios y su papel en la Ley de Empleo, dimensión sujetiva que consideramos es un eje axial de la misma. Y, Finalmente, en el capítulo 5o se realiza un análisis de la situación laboral de cada uno de los colectivos, así como un balance de las medidas que se han adoptado para cada uno de los colectivos objeto de tratamiento diferenciado (11): jóvenes, mayores, mujeres, discapacitados, inmigrantes y emigrantes retornados, parados de larga duración y perceptores de rentas y subsidios por desempleo, mujeres víctimas de violencia de género, minorías étnicas, personas en situación de exclusión social, analfabetos funcionales, personas con necesidad de conciliación de la vida laboral y familiar y medidas genéricas para todas las personas con dificultad de acceso al empleo. El trabajo se cierra con una valoración global y crítica de estas políticas.

Part III analyzes the region's economies in global context, particularly the role of Latin America in the world trade system and the effects of dependence on natural resources (characteristic of many countries of the region) on growth and human development. It reviews the trends of foreign direct investment, the opportunities and challenges raised by the emergence of China as buyer of the region's commodities and competitor in the world market, and the transformation of the Latin America from a region of immigration to one of massive emigration. Part IV deals with matters of productive development. Del mismo modo, el bagaje obtenido con el repaso de la normativa implementada sobre políticas activas de empleo durante los años que coinciden con la crisis económica y financiera permite identificar igualmente determinados rasgos que han caracterizado la actuación del legislador, así como la individualización de algunos interrogantes abiertos en materia de políticas activas de empleo. Aspectos ambos que conforman el contenido de la Parte Segunda. A modo de corolario, dedicamos un apartado final para valorar el estado actual de la cuestión, consecuente con el resultado que arrojan cada uno de los capítulos precedentes.
