The focus is on the countries of Latin America and the Caribbean, but the authors also take into account relevant lessons from the experience of Canada, a country highly integrated into world and hemispheric trade and financial markets. Critical Issues offers a new perspective on a discussion too often dominated by interest groups that take strong, even rigid, positions on issues with limited understanding of the technical aspects of the issues, and little concern for the interests of the developing world. Its chapters have been written by experts in the economic, political, and social aspects of the international financial integration of developing countries. Financial crises and their associated social and economic traumas are the most apparent symptom that something is amiss in the process of world economic integration. But there are also broader questions about the nature and magnitude of the benefits and costs of increased international capital flows for different groups of countries in the developing and developed worlds. For example, even in the absence of turbulence, is it optimal for all participants that capital movements be as free as possible? Does capital inflow discourage domestic savings to a degree that should cause worry? Are some types of flows inherently more beneficial than others--for instance, direct investment flows versus flows into host stock markets? How can the instability of capital movements best be curtailed? These questions concern the contributors to this volume. This volume demonstrates that the evolution of the world financial system, its various problems, and what is or is not done about them require an understanding of the links among financial, economic, and political variables. Critical Issues in International Financial Reform is an important contribution to this debate, and will be of value to researchers in economic policy, history, and international politics. Albert Berry is professor of economics at the University of Toronto and research director of the Program on Latin America and the Caribbean. Gustavo Indart is special lecturer of economics and the coordinator of the Program on Latin America and the Caribbean at the University of Toronto.

Fresh ideas about sin and intercession coincided with new ways of representing the self and emerging perceptions of property as tangible. This radical shift in values or mentalités was most evident among certain social groups, including mercantile elites, affluent farmers, lower nobility, clerics, and literary figures--"middling sorts" whose outlooks and values were fast becoming normative. Drawing on such primary documents as wills, legal codes, land transactions, litigation records, chronicles, and literary works, Teofilo Ruiz documents the transformation in how medieval Castilians thought about property and family at a time when economic innovations and an emerging mercantile sensibility were eroding the traditional relation between the two. He also identifies changes in how Castilians conceived of and acted on salvation and in the ways they related to their local communities and an emerging nation-state. Ruiz interprets this reordering of mental and physical landscapes as part of what Le Goff has described as a transition "from heaven to earth," from spiritual and religious beliefs to the quasi-secular pursuits of merchants and scholars. Examining how specific groups of Castilians began to itemize the physical world, Ruiz sketches their new ideas about salvation, property, and themselves--and places this transformation within the broader history of cultural and social change in the West.

Democratic institutions are frequently designed by the outgoing authoritarian regime to shield incumbent elites from the rule of law and give them an unfair advantage over politics and the economy after democratization. Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. The study provides wide-ranging evidence for these claims using data that spans the globe and dates from 1800 to the present. Albertus and Menaldo also conduct detailed case studies of Chile and Sweden. In doing so, they explain why some democracies successfully overhaul their elite-biased constitutions for more egalitarian social contracts.

Book excerpt: This volume suggests a model of collective memory that distinguishes between two conceptual logics of memory fragmentation: vertical fragmentation and horizontal fragmentation. It offers a series of case studies of conflict and post-conflict collective memory, shedding light on the ways various actors participate in the production, dissemination, and contestation of memory discourses. With attention to the characteristics of both vertical and horizontal memory fragmentation, the book addresses the plurality of diverging, and often conflicting, memory discourses that are produced within the public sphere of a given community. It analyzes the juxtaposition, tensions, and interactions between narratives produced beyond or below the central state, often transcending national boundaries. The book is structured according to the type of actors involved in a memory fragmentation process. It explores how states have been trying to produce and impose memory discourses on civil societies, sometimes even against the experiences of their own citizens, and how such efforts as well as backlash from actors below and beyond the state have led to horizontal and vertical memory fragmentation. Furthermore, it considers the attempts by states’ representatives to reassert control of national memory discourses and the subsequent resistances they face. As such, this volume will appeal to sociology and political science scholars interested in memory studies in post-conflict societies.

Some countries are developing rapidly -- Brazil, China, India, and Mexico being obvious examples, while others still remain in the poverty trap. This region contains an astonishing proportion of global biodiversity; some 90% of plant and animal species by some measures. Its contribution to human well-being is astounding. It was the birthplace for our species; and it hosts a myriad of plant and animal species which products feed us, keep us healthy, and supply us with a variety of material goods. The tropics and subtropics are also a natural laboratory where some of humanity's most important scientific discoveries have been made. Such biodiversity has enormous implications for research priorities, capacity building, and policy to address the challenges of conserving this region. Tropical Conservation: Perspectives on Local and Global Priorities drew the majority of its contributors from this growing pool of scientists and practitioners working in Latin America, Africa, and Asia. It introduces important conservation concepts and illustrates their application as the authors directly capture real world experiences in their home countries in preventing biodiversity loss and sustaining ecological health. Today, no part of the world can be viewed in isolation, and we further codify and integrate a range of approaches for addressing global threats to nature and environmental sustainability, including climate change and emerging diseases. Five sections structure the major themes.
