Book excerpt: Burning coal in electric utility plants produces, in addition to power, residues that contain constituents which may be harmful to the environment. The management of large volumes of coal combustion residues (CCRs) is a challenge for utilities, because they must either place the CCRs in landfills, surface impoundments, or mines, or find alternative uses for the material. This study focuses on the placement of CCRs in active and abandoned coal mines. The committee believes that placement of CCRs in mines as part of the reclamation process may be a viable option for the disposal of this material as long as the placement is properly planned and carried out in a manner that avoids significant adverse environmental and health impacts. This report discusses a variety of steps that are involved in planning and managing the use of CCRs as minefills, including an integrated process of CCR characterization and site characterization, management and engineering design of placement activities, and design and implementation of monitoring to reduce the risk of contamination moving from the mine site to the ambient environment. Enforceable federal standards are needed for the disposal of CCRs in minefills to ensure that states have adequate, explicit authority and that they implement minimum safeguards.

Book excerpt: This study's objective was to investigate co-firing a pressurized fluidized-bed combustor with coal and refuse-derived fuel for the production of electricity and the efficient disposal of waste. Performance evaluation of the pressurized fluidized-bed combustor (PFBC) power plant co-fired with refuse-derived fuel showed only slightly lower overall thermal efficiency than similar sized plants without waste co-firing. Capital costs and costs of electricity are within 4.2 percent and 3.2 percent, respectively, of waste-free operation. The results also indicate that there are no technology barriers to the co-firing of waste materials with coal in a PFBC power plant. The potential to produce cost-competitive electrical power and support environmentally acceptable waste disposal exists with this approach. However, as part of technology development, there remain several design and operational areas requiring data and verification before this concept can realize commercial acceptance. 3 refs., 3 figs., 4 tabs.

The spill covered 300 acres and made 3 homes uninhabitable; it damaged 23 other homes, plus roads, rail lines, and utilities. The cleanup will cost a billion dollars and take 2 to 3 years to complete. This report identifies: (1) the number of surface impoundments for storing CCR in the U.S. and their location; (2) problems, if any, with the storage of coal ash, and how those problems are being addressed; and (3) the type of fed. oversight that exists for CCR and what, if any, issues need to be resolved. The influence of various combustor operation parameters on the combustion efficiency and characteristics is determined. However, wastes are variable in nature, the combustion conditions suitable for one particular type of waste may not be so for another type. Hence the combustion efficiencies and compatibility of different wastes in a fluidised bed combustor operating under given sets of conditions is one area of investigation. A comparison of the experimental results obtained from the combustion of coal with co-firing waste with coal under equivalent conditions is made and the effect of the combustion characteristics of co-firing waste with coal is also investigated. Co-firing in FBC demonstrates the capability of supplement either MSW or other high moisture content wastes efficiently in existing coal-fired boilers with minimum modification.
