Book excerpt: The idea that resilience plays a role in mitigating the effects of disaster and climate change is becoming widespread across the development community. As a result, efforts have been made to translate the concept of resilience into actionable metrics to better understand it. In this paper, we use panel micro-data from coffee farmers in Guatemala severely affected by a widespread attack of Hemileia Vastatrix (leaf rust). This covariate shock provides a unique opportunity to a) check if greater resilience capacity is associated with better reaction to exogenous shock; and b) explore the key drivers of response mechanisms. Ultimately, this paper looks at how resilience enhancing and agroecological interventions must be combined to reduce the negative effects of leaf rust. Findings show a negative impact of the shock on households' well-being; the strategic role of resilience in mitigating those negative effects; and provide evidence on how an approach that enhances both absorptive and adaptive capacity, can be beneficial for coffee producers.

Book excerpt: A major objective of this report is to provide a deeper, more policy relevant understanding of the welfare impacts of the coffee crisis - including the effects of the crisis on household income, consumption, poverty, as well as on basic human development outcomes, such as education and child nutrition. To do this, the study has generated a body of new empirical evidence, drawing from an unusually rich collection of household survey data from El Salvador, Guatemala, Honduras, and Nicaragua. This includes "panels" of data from Nicaragua, El Salvador, and Honduras that enable one to track changes in welfare of the same households over the period of the crisis. This has helped to provide a more detailed, clearer understanding of the crisis than has been available to date. Given the prevalence of both natural and economic shocks in Central America, another key objective of the study is to draw out the broader policy lessons of the coffee crisis - to enhance the abilities of the region's governments to respond to a range of shocks in a timely and effective manner. To do this, the report draws not only on evidence specific to the coffee crisis, but to other recent analysis on the role and efficacy of different safety net programs in the face of different types of shocks. By learning the lessons of recent experience, Central American governments, along with their development partners, can be better prepared to deal with a variety of different shocks in the future. In pursuing its objectives, the report has been organized into two volumes. Volume I presents a synthesis of the key findings and policy implications, focusing both on the impacts of the coffee crisis, specifically, and the lessons for government responses to shocks, more generally. Volume 2 goes into more detail on the specific impacts of the coffee crisis, presenting the collection of background studies commissioned for this report.

What happens to these systems in early life can have long-term consequences and can even carry over to the next generation. The impact of economic crises on human development is similarly complex and heterogeneous. Some families and some young people display astonishing resilience – either by being comparatively unscathed by crises or by their ability to recover quickly and healthily. Other families and individuals may be unable to prevent exposure, unable to protect themselves, or may not have the same capacity to adapt positively when exposed to a crisis, with potentially serious long-term consequences for healthy development. Human development lies at the intersections of neurology and sociology, genetics and psychology, biology and economics; and this volume approaches the study of shocks and human development from a variety of disciplinary perspectives: economics, sociology, anthropology, and social and developmental psychology. This volume describes the impact of aggregate shocks on human development, and the subtle and intricate settings and pathways through which individuals can be affected. Depending on the timing, duration, transmission mechanisms, and context, the consequences for children's physical, cognitive, and socio-emotional development may be costly and irreversible. Fortunately, although children suffer in adversity, they can also benefit positively when exposed to enriching environments. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
