Acquiring those will require analysis of human behavior in the context of human-in-the-loop simulations of Future Combat Systems (FCS) still in the concept exploration phase. The goal of the present effort was to establish and measure command group behavior observed in such a human-in-the-loop simulation via analysis of the verbal interactions of the command group. A coding scheme for command group verbal interactions was devised and applied to several simulation runs in which a command group of 4 experienced Army Lt. Col.'s controlled an array of simulated unmanned air and ground platforms to accomplish a deliberate attack mission. This report documents the development of the coding scheme, the analysis results, and considers various other approaches for analyzing verbal data.

The new Army will be capable of adjusting to a changing set of missions, ranging from warfighting to peacekeeping, as requirements dictate. Desired operational capabilities will be achieved via evolution to a System of Systems (SOS) utilizing mobile-networked command, control, communication and computer (C4) functionalities. The SOS functions include: autonomous robotic systems, precision direct and indirect fires, airborne and ground organic sensor platforms, and adverse-weather reconnaissance, surveillance, targeting and acquisition. Using modeling, simulation and experimentation will facilitate this evolution to this design. The primary focus of this paper is to provide an overview of CERDEC s Future Battle Command prototype, the Mobile Command and Control (MC2) system: its capabilities and how it is supporting Future Force M & S, experimentation and training.

Currently, the opportunity exists to carry out experiments at individual and joint service levels to facilitate this transformation. Experimentation, which involves a spectrum of activities including analyses, war games, modeling and simulation, small focused experiments, and large field events among other things, provides the means to enhance naval and joint force development. To assist the Navy in this effort, the Chief of Naval Operations (CNO) asked the National Research Council (NRC) to conduct a study to examine the role of experimentation in building future naval forces to operate in the joint environment. The NRC formed the Committee for the Role of Experimentation in Building Future Naval Forces to perform the study.
