(i) Full compliance with the requirements of this section is not required where a public entity can demonstrate that it is structurally impracticable to meet the requirements. Full compliance will be considered structurally impracticable only in those rare circumstances when the unique characteristics of terrain prevent the incorporation of accessibility features. Between 1994 and 1998, the U.S. Environmental Protection Agency (EPA) Building Assessment Survey and Evaluation (BASE) study collected information about the indoor air quality of 100 randomly selected public and private office buildings in the 10 U.S. climatic regions.
