It is applicable in England, Wales and Scotland. These duties changed in September 2006, as a result of S.I. 2006/1721 (ISBN 9780110747804), in order to implement the European Employment Framework Directive (2000/78/EC) in relation to vocational training in the further and higher education sectors. This Code sets out practical guidance on the duty of education providers to prevent discrimination and against disabled students and disabled people wanting access to education or other related provision. It helps disabled people to understand the law and their rights if they feel they have been discriminated against. By encouraging good practice, the Code seeks to assist education providers to work towards the elimination of discrimination against disabled people and to avoid disputes. Education providers affected include higher and further education institutions; local education authorities providing adult and community education services; duties have not changed for some providers such as schools providing further education for adults or education authorities providing recreational and training facilities. Schools provision, including that for pupils over 16, with the exception of certain specialist residential schools, is covered by a separate code of practice for schools.
