However, this success has brought with it the new challenge of how to manage the ever-increasing volumes of sludge in a way that does not create secondary pollution. This report examines best international practices in sludge management, analyzes the current situation in the PRC relative to this best practice, and suggests a pathway for the PRC to modernize its approach to sludge management. In particular, it highlights the trend toward viewing sludge as a resource with opportunities for beneficial use that result in considerable environmental and energy-saving benefits.

They should know how and when to operate and maintain the equipment they use, and know what to do in an emergency. The CoGAP provides an important point of reference, based around the main operations that farmers, growers and land managers might undertake; the advice covers activities carried out in the field, but also management plans, farm infrastructure and waste management.

Included in the regulation are chemical pollutant limits, operational standards designed to reduce pathogens and the attraction of disease vectors, and management practices. This report from the Board on Environmental Studies and Toxicology evaluates the technical methods and approaches used by EPA to establish those standards and practices, focusing specifically on human health protection. The report examines improvements in risk-assessment practices and advances in the scientific database since promulgation of the regulation, and makes recommendations for addressing public health concerns, uncertainties, and data gaps about the technical basis of the biosolids standards.
