Book excerpt: Excerpt from Code of Fair Competition for the Coal Dock Industry as Approved on March 16, 1934 The operations of the Coal Dock Industry consist of the unloading of coal from vessels by the use of dock machinery and equipment and dock labor, storing, processing the coal where necessary, and reloading it into railroad cars or trucks and, in some instances, into vessels or tugs for bunker coal. In the New England Division where navigation is open all year around, the docks are comparatively small Since only a small amount of coal needs to be Stored upon them sufficient to insure continuous operation between the arrival of vessels. In the Northwest Division where navigation on the upper lakes is closed from approximately December lst to May lst of each year on account of frozen harbors, the clocks are comparatively large as they must provide sufficient storage capacity to supply the communi ties oi the Northwest with coal through their bitter winters.
