Collaboration in Public Services examines collaboration in the delivery of public policies and identifies the challenges for policy and program evaluation. Written by a mix of academics, program managers, evaluators, and auditors, this volume explores the forms and challenges of collaboration in different national contexts. Chapter 1 introduces the notion and manifestations of collaboration and discusses emerging issues. Chapter 2 examines partnerships and networks of public service delivery. Chapter 3, drawing on Dutch and British data, reveals the QUANGO as both a collaborative end and means. Chapter 4 analyzes Israel's push to enhance collaboration with voluntary organizations. Chapter 5 examines the Canadian and Danish experiences. Chapter 6 suggests that the creation of markets to improve quality has not been totally successful at least in Nordic countries. Chapter 7 suggests that traditional service values such as trust and parliamentary accountability are challenged by the complexity of collaboration, but, using illustrations from Canada and other OECD countries, argues that results-based governance can increase trust, flexibility, and empowerment. Chapter 8 demonstrates from Dutch and Canadian experiences that auditor responses to collaborative delivery tend to overlook traditional roles as guardians of accountability on behalf of parliaments. Chapter 9 deliberates the efficacy of programs involving multiple partners. Chapter 10 discusses the lessons and challenges of evaluation and collaborative government. Andrew Gray is emeritus professor of public sector management, University of Durham and deputy editor of Public Money and Management. Bill Jenkins is professor of public policy and management at The University of Kent and deputy editor of Public Administration. Frans Leeuw is chief review officer, the Netherlands' Inspectorate for Education and professor of sociology at Utrecht University. Book excerpt: This report examines three overarching issues: the impact of the growth of house-building targets; what sort of homes should be built; and where these homes should be built. The Committee on Climate Change should assess the impact of the Government's new house-building targets for three million new homes by 2020 on the UK's 2020 carbon reduction target. In light of the latest economic projections, fundamental changes in the mortgage market, and falling house prices, the Government should review the assumptions on which its target is based. And the target for 2 million new homes to be built before the zero carbon target comes into effect in 2016, with a further 1 million to be built afterwards, should change to increase significantly the proportion built afterwards. Zero carbon homes must source their heat and power from renewable sources. Ideally these will come from on-site renewable power generation; where this is impractical, off-site renewables should be built or funded. The Government should ensure that an excess of land is not made available to developers, something which is already leading to greenfield sites being developed in preference to brownfield sites. The Government should urgently reintroduce a clear sequential test in favour of brownfield development into planning policy. Greater emphasis ought to be placed on energy efficiency and sustainability within the building control regime that inspects new housing. The Government should consider introducing higher penalties for developers who fail to meet energy efficiency standards. The same environmental tests used for eco-towns should be applied to all major housing developments from 2016. The Government should re-examine eco-town proposals, to ensure they have good public transport links, and are located close to commercial centres and employment opportunities.

The supply of rented housing is a crucial element of the programme of action necessary to achieve the aim of a decent home, at a price people can afford, within a sustainable community. More supply of rented housing is needed: 50,000 social rented homes need to be completed each year to meet new demand and tackle the backlog. Further significant increases in supply in the private rented sector will require large institutional investors to be attracted back to the sector. Tax and regulatory reform are the levers which will encourage such investment. Meanwhile, there are improvements to be made to the existing stock in both the private and the social rented sectors which will both improve supply and improve the experience of the tenants. The efficiencies which have been brought to the refurbishment and construction of social rented homes by the growth of housing associations, the ring-fencing of local authority landlord accounts and the introduction of ALMOs now need to be applied to the management of the existing social rented stock. Better regulation is the imperative in the private rented sector. Good foundations exist to introduce a system of accreditation devised by trade bodies and enforced by local authorities, with the ultimate oversight of the new regulator of social housing, Oftenant. The Government now needs to build on those foundations, and to add to them further financial and regulatory incentives to private landlords to manage and maintain their stock effectively. The Committee calls for the creation of mixed communities to pervade all spatial and housing policy, and for local authorities to be given the freedom, support and resources necessary to pursue this aim.
