Regulations must not only address fishing, recreation, and shipping, but also sand and gravel mining, gas pipelines, harbor/port development, offshore wind and tidal energy facilities, liquefied natural gas terminals, offshore aquaculture, and desalinization plants. The growing variety and intensity of ocean and coastal uses increases the call for a more holistic, comprehensive, and coordinated management approach that recognizes the often complex relationships between natural and human systems. For both economist and non-economist audiences, this book describes ways in which economic analysis can be an important tool to inform and improve ecosystem-based management (EBM). Topics include modeling economic impacts, benefit-cost analysis, spatial considerations in EBM, incentives and human behaviors, and accounting for uncertainty in policy analysis. Throughout the book the authors elucidate the different kinds of insights which can be gained from the use of different economic tools. In this rigorous and accessible work, the authors defy the conventional stereotype that economic perspectives necessarily favor the greatest commercial development. Instead, they demonstrate how comprehensive economic analyses consider the full range of potential services offered by marine and coastal ecosystems, including the conservation of biodiversity and creation of recreational opportunities.

The scale and extent of socio-economic activities have profound implications for the now coevolving natural and human systems and their complex interrelationships (Turner, Perrings and Folke, 1997). The consequences of this process of change manifest themselves across a range of spatial and temporal scales. Indeed the juxtaposition of different spatial, functional and temporal scales that is inherent in the catchment-coastal ecosystems-seas/oceans continuum poses particularly difficult challenges for both science and resource management/governance.

Book excerpt: While the economic impacts of resource use pervade discussions of coastal zone management, most discourses tend to be ill-defined and incomplete, and to lack a solid basis in economic theory. This primer was written to eliminate this confusion for those non-economists who seek insight into economic thought and into how economic analysis can contribute to coastal zone management. The first half of the report introduces readers to basic concepts and analytical methods in microeconomics, public finance, and environmental and resource economics. The foundation for monetary valuations becomes apparent as the concepts are explained. The realization that neither markets nor prices are required for economic valuations is an important result of the explication. Consequently, one can assess losses associated with pollution, reduced access, and so on in units that are commensurable with market-oriented development. The second half of the primer inculcates these basic concepts and methods through (1) critiques of several stereotypical, pseudoeconomic arguments, (2) a case study of the benefits of protecting water quality for recreation, and (3) a benefit-cost analysis of a hypothetical acquisition program that is intended to protect groundwater quality, to protect opportunities for aquatic recreation, and to reduce the growth in traffic.

Coastal and marine resource policy planning and management benefit from complete information on the impact of policy decisions. In addition, proper accounting of the impacts of these policy decisions is necessary for benefit-cost analyses and measurements of economic growth over time. This special issue focuses on economic valuation of coastal and marine ecosystem services. Economic valuation provides methods and techniques to determine how changes in coastal and marine ecosystem services can be translated into benefits and costs to society. Economic values play an important role in everyday life and provide useful information about human welfare and happiness. Valuation provides a consistent framework to understand human-nature interactions across a broad range of coastal and marine resources, and to evaluate the costs and benefits of these interactions. The focus on ecosystem services provides new research on this perspective of human-nature interactions that has profoundly changed the academic dialogue on natural systems, but has had limited impact on public dialogue and the policy process.
