Book excerpt: The Coastal Oceanographic Processes (CoOP) program was formulated to promote interdisciplinary research in the coastal ocean. The goal of CoOP is to obtain a new level of quantitative understanding of the transports, transformations and fates of biogeochemically important matter over the continental margins. During the grant period we developed a document on data standards and archiving; prepared an implementation plan for a joint CoOP/GLOBEC California Current study; and, released an Announcement of Opportunity for a Great Lakes Process study.

Book excerpt: This book informs environmental planning professionals, students and those interested in oceans and coasts from an environmental perspective about what is needed for planning and management of these unique environments. It is comprised of twelve chapters organized in three parts. Part I highlights the basics tenets of environmental planning for oceans and coasts including important concepts from the general field of planning and coastal and ocean management (e.g., hydrography, oceans policy and law, geomorphology). Environmental problems inherent within oceans and coasts (such as sea level rise, marine pollution, overdevelopment, etc.) are also addressed, especially those at the land–sea interface. Part II covers those methodological approaches regularly used by planners working to improve environmental quality and conditions of oceans and coasts among them: integrated planning and management, ecosystem services, pollution prevention, and marine spatial planning. Part III focuses specifically on state-of-the-art tools and technologies employed by planners for marine and coastal protection. These include systematic conservation planning for protected areas, decision support tools, coastal adaptation techniques and various types of communication, including visualization, narration and tools for stakeholder participation. The final chapter in the book reviews the most important concepts covered throughout book and emphasizes the important role that environmental planners have to play in the protection and well-being of oceans and coasts. Michael K. Orbach, of the Nicholas School of the Environment at Duke University, penned the book's foreword.

Book excerpt: CoOP (Coastal Ocean Processes) is an organization meant to study major interdisciplinary scientific problems in the coastal ocean. Its goal is to obtain a new level of quantitative understanding of the processes that dominate the transformations, transports and fates of biologically, chemically and geologically important matter on the continental margin. Central to obtaining this understanding will be advances in observing and modeling the cross-shelf component of transport. More specific objectives are to understand (1) cross- margin exchanges, (2) air sea exchanges, (3) benthic-pelagic exchanges, (4) terrestrial inputs and (5) biological and chemical transformations within the water column. CoOP research will be carried out primarily through a series of process-oriented field studies, each involving about two years of measurements. Each of these field studies is to be initiated and defined through a community workshop. In addition to the process studies, CoOP will also involve modeling, long time series, exploratory studies, remote sensing, technological innovation, data archiving and communications. A CoOP pilot study has been approved for funding by the National Science Foundation, and funding will begin in 1992. The CoOP science effort is thus already underway ... Book excerpt: As appreciation of the interdisciplinary and multidimensional character of environmental issues has increased, there have been attempts to address regional needs more directly. One of these, the Regional Marine Research Program (RMRP), was established by Congress in 1990 to provide a mechanism to fund coastal marine research based on regionally-defined priorities. The RMRP legislation established a system of nine regional marine research boards around the United States. Each board was responsible for planning marine research to address issues of water quality and ecosystem health on a regional scale. Although all nine regions received funding for planning activities and development of a research plan, only the Gulf of Maine RMRP received funding for program implementation. The completion of the Gulf of Maine program, in 1997, presents an opportunity to evaluate whether the process for planning and managing the Gulf of Maine research was adequate, whether the research fulfilled the goals of the program, and whether this experience should serve as a model for similar regional programs elsewhere. Bridging Boundaries through Regional Marine Research is a study of the RMRP, with a specific review of the Gulf of Maine program as well as an assessment of other modesl for regional marine research. This report assesses the need for regional marine research,reviews processes by which regional marine research needs can be defined, and discusses existing programs for regional marine research in the United States. It also identifies short- and long-term approaches that might be taken by NOAA.
