Book excerpt: Most of the world’s population lives close to the coast and is highly dependent on coastal resources, which are being exploited at unsustainable rates. These resources are being subject to further pressures associated with population increase and the globalization of coastal resource demand. This is particularly so for the Asia-Pacific region which contains almost two thirds of the world’s population and most of the world’s coastal megacities. The region has globally important atmospheric and oceanic phenomena, which affect world climate such as the Asian Monsoon and the El-Niño Southern Oscillation phenomena. The Asia-Pacific region also has highly significant marine diversity but over the last few decades, coastal resources such as mangroves, coral reefs and fisheries have experienced large-scale depletion. The need to find appropriate management solutions to these and other coastal issues is made more complex by the need to take account of international scientific predictions for global climate change and sea-level rise which will further impact on these coasts. The idea for this book arose from a meeting of coastal scientists in Kobe, Japan in May 2003. The meeting was organized by the Asia-Pacific Network for Global Change Research (APN), an inter-governmental network, comprising 21 member countries, for the promotion of global change research and links between science and policy making in the region.

However, exploitation of these resources is often indiscriminate, ill planned, or carried out without adequate scientific knowledge. This leads to rapid resource depletion, and often irreversible environmental degradation. The 1992 Rio de Janeiro UN Conference on Environment and Development recognized the expediency of an integrated and sustainable use of all coastal resources, functions and services grounded on sound scientific data. The present volume is based on the 1994 international workshop Integrated Coastal Zone Management, and brings together contributions by leading specialists both on basic concepts and on applications of coastal management. The work is divided into six parts, dealing with the conceptual framework of ICZM; regional and global aspects of coastal management; environmental assessment in ICZM; capacity building and technology transfer; monitoring and environmental analysis; and case studies and status of ICZM plans. The book also incorporates an interactive ICZM planning module, COSMO, which can be of use in designing a management plan for a coast. Attention is also given to long-term environmental effects of present-day actions. It is hoped that COSMO will prove an additional learning tool for ICZM practitioners and enhance the value of the book. This work is intended to give a broad coverage of conceptual and technical aspects of ICZM, and will be of use to operational executives as well as students of ICZM, environmental economists, policy-makers and senior managers in the international development agencies and governmental and non-governmental organizations. Initially it provided food and security, later forming important locations for industrial and commercial development. Now the emphasis has shifted towards leisure and conservation, although the former functions remain crucial. However, it is only very recently that people have started viewing the coast as a common and valuable resource that requires rational utilisation and scientific management in order to sustain its attractiveness. Of course, enlightened management comes only through understanding of the complicated coastal regions, which enables coastal managers to balance pressures from different sectors and to minimize risks. Scientific knowledge will continue to be the most important basis for resolving the conflicts between coastal users and interest groups such as developers and ecologists. Coastal management has also shifted from traditional restorative or remedial actions towards planned avoidance of other conflicts. Despite rapid advancement in coastal sciences over recent decades, most of the major coastal issues have remained outstanding in the agenda. Control of shoreline erosion and protecting sea level rise continue to be crucial problems facing coastal scientists. Destructive coastal storms still cause tremendous damage, particularly in low altitudes. Wetland and estuary reclamation have led to the loss of the most valuable estuary wetlands which are required to sustain biological productivity and biodiversity. This volume includes papers on marine and coastal pollution, eutrophication, aquaculture, conservation and utilization, coastal wetlands, and coastal zone management.
