Book excerpt: The complete decommissioning of Navy frigates has produced a range of concerns regarding the United States' maritime interdiction mission to remove drug traffickers and prevent illicit drugs from reaching the homeland. As the principal interdiction tool in the high seas, Coast Guard cutters have reported a significant increase in maritime seizure of cocaine, which is aligned with the dramatic increase in supply. Due to the decrease in maritime interdiction assets, however, only one in every four maritime drug events is interdicted and the rest pass safely through the security gap. This thesis examines the Navy's newly acquired MK VI patrol boat to determine its suitability for the high seas. This is conducted through policy analysis of the Navy's counterdrug mission and technology assessment of the MK VI. The research determined that MK VI application in the high seas, versus the littorals, would not be suitable; however, the Navy can engage the problem with creative ideas to mitigate the challenges with the MK VI. This thesis proposes the allocation of MK VI to forward naval bases in SOUTHCOM. Puerto Rico and the U.S. Virgin Islands, the only U.S. territories located geographically within the transit zone, have served as entry points for cocaine destined for the continental United States. In recent years, federal and local government agencies have cited growing levels of violent crime in these territories and attribute this violence to illicit drug trafficking. Within DHS, the U.S. Coast Guard is the lead federal agency for maritime drug interdiction and a key provider of resources to support drug interdiction operations in the transit zone and the two territories. GAO was asked to examine the Coast Guard's drug interdiction efforts in the transit zone, Puerto Rico, and the U.S. Virgin Islands. This report addresses (1) trends in the Coast Guard's deployment of resources in the transit zone and the extent to which the Coast Guard met its performance targets; and (2) actions taken by the Coast Guard to combat drug smuggling into Puerto Rico and the U.S. Virgin Islands, and trends in vessel and aircraft deployments. GAO analyzed Coast Guard data for fiscal years 2009 through 2013 on drug interdiction resource deployments and mission performance, and interviewed Coast Guard and DHS officials involved in drug interdiction operations. GAO is not making recommendations in this report. DHS provided technical comments on a draft of this report, which were incorporated, as appropriate.

Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.
