Book excerpt: The Desert Storm experience and the recent shift in emphasis toward regional threat scenarios have highlighted the necessity for an increased understanding of the complexities of coalition warfare. Operating in ad hoc coalitions with non-traditional allies may be the dominant future mode of employment for U.S. Forces. Ad hoc coalitions are first and foremost political organizations wherein fragile relationships can significantly influence both the effectiveness and the desirability of coalition operations. There are both political and military advantages and disadvantages of coalitions which determine the desirability of conducting combined operations. The effectiveness of coalition operations depends on the ability of the commander to achieve unity of effort of military forces. Command relationships, interoperability, logistics support and the risk to U.S. Forces in combined operations are key planning considerations.

Perhaps the biggest mistake that operational commanders make is that they only concentrate on one third of the "process" of preparing for future coalitions. It is human nature to look back in history to the last war and gather lessons learned to apply to the next conflict. However, if this is the only preparation that the operational commander does, he may find himself ill prepared for the next ad hoc coalition. Desert Storm, while a major military success, left many Americans with a false mindset about the United States' ability to fight future wars and continue to maintain minimal casualties. Likewise, the ease of coalition warfare left a similar false impression on the minds of many senior military operational commanders who may be involved in future coalition operations. This mindset is based primarily on very limited observations of coalition support during a relatively short Gulf War. The wise commander, in future military or non-military coalition operations, will be the one who takes the time now to sort through the valuable lessons learned, looks at U.S. technological advances and their potential impact on coalition partners, and at the same time, listens to the concerns of coalition partners. If he fails to do this, even though the United States may form a "coalition" in the next conflict - he may find himself fighting virtually alone.

Coalition operations have increasingly become the primary focus of military activity and consequently nations have displayed an increased willingness to join coalitions of the willing on an ad hoc basis as a means of delivering their foreign and security policy. Since Vietnam, the American elite has been increasingly aware of the dangers of going it alone in military affairs and the legitimacy of its military operations overseas has become more dependent on persuading other states to join the U.S. as coalition partners. Indeed, for the U.S. coalition warfare is increasingly seen as the future of war. Coalition objectives will often be more focused on political than military objectives. The very existence of the coalition may become the imperative. This monograph highlights that effective senior military leadership in coalition operations demands a range of leadership skills that differ from those required when operating within a unilateral military environment where the commander is working to a unified civilian and military leadership. This examination of coalition operations and the attributes required by a successful senior coalition commander will be extremely valuable for future commanders as they prepare to operate in a multinational or coalition environment. In order to determine the leadership attributes of the successful coalition commander at the strategic and operational levels this monograph analyzes coalition operations. A definition of coalition operations is provided and a comparison is made between coalitions and alliances. The monograph determines the characteristics of coalition operations, looking specifically at the political and military nature of these operations. The effective commander will listen attentively to his coalition partners and will have a keen appreciation of their military capabilities as well as an understanding of their domestic political interests and motivations for being in the coalition. The capable coalition commander will be able to make decisions based on judgments about a wide range of competing priorities, not only those concerning his own nation, but also from those of the contributing nations. He will determine clear objectives that are in line with the political intent of the various nations within the coalition, and will ensure these are well understood by all participants. When necessary he will accept a degree of compromise to achieve the objective, but will ensure he does not compromise on the objective to achieve the victory. The effective commander will maintain a sharp focus on the central aim of the coalition and will work tirelessly to ensure the cohesion of the coalition is preserved.

The youngest military instrument, airpower, has been integrated into coalition forces during several major conflicts of the twentieth century. No historical evidence or current strategies indicate that the likelihood of working within a coalition will diminish. A fundamental question, then, is how air component commanders should be trained to understand and appreciate the nuances of coalition warfare. This thesis focuses on operational-level coalition air force interactions in three conflicts: the Korean War (1950-1953), the Persian Gulf War (1990-1991) and the Balkan Air Campaign (1992-1995). Each conflict saw significant United Nations involvement, and the US provided the majority of airpower assets. Nevertheless, air forces of other states provided both political and military benefits for coalition unity. Overall, coordination among air components seemed exceptionally smooth. Several disagreements arose, which, though never fracturing the coalition outright, pointed to potential areas of conflict for future operations. The capability that coalition air forces offer usually benefits the overall effort, while each member's diverging desires (or, will) can degrade overall unity of effort. Analysis of the three conflicts presented here suggests several coalition considerations for air component commanders. Some considerations (responsiveness, training, doctrine and equipment, and language) affect coalition capability, while others (trust, perception of leaders) generally affect member's will. Still other considerations (liaisons, C3 and intelligence sharing) can affect both capability and will. Because each case in this thesis had unique elements that may have affected the coalition, a comparison of these elements may also reveal considerations which are important to the air component commander. S. strategy, as presented in the National Military Strategy (1992) and other statements, addresses a continuing requirement to be ready for unilateral action. It also outlines the expectation that the United States will continue to lead in efforts supporting global peace and security using forward presence, crisis response, and multinational operations. After the Gulf War, some political-military analysts and national leaders saw ad hoc coalitions as the wave of the future. Others, seeing the difficulties of planning for an ad hoc operation, disagreed and instead supported a decrease in U. S. security involvement with other nations. World events subsequently showed the necessity of being prepared to work with allies not part of established regional security arrangements. Although not a first choice, the possibility of ad hoc coalition operations is now recognized as an option. This paper, originally published in 1994 by The Center for Advanced Concepts and Technology of the National Defense University, examines the many factors that influence command and control of coalition operations. The factors considered include the nature of a coalition itself, generally transitory. Previous coalition operations were created out of necessity. Such coalitions generally ended as soon as their immediate purpose was completed, although some evolved to become more structured or permanent alliances.

Book excerpt: This project will use the Allied landings at Anzio during World War II as a historical case study to analyze the importance and complexities of building coherent strategic direction in coalition warfare, as well as relate the conclusions to recent operations in Libya and discuss implications for Coalition Force Commanders in the future. Joint doctrine states that strategic direction leads to unified action; strategic direction translated into commander's intent at the operational and tactical level of war leads to unified action. When strategic direction is not conveyed in commander's intent, lives are put at risk and operations are often derailed. The complex nature of coalition operations demands that the Coalition Force Commander clearly understand higher commander's intent, and convey that intent to the tactical level of war. Moreover, this effort is difficult when coalition members have divergent strategic end states and desires. The battle at Anzio and NATO operations in Libya provide excellent examples of diverse and sometimes conflicting national desires within coalitions, and are instructive to senior leaders who must formulate strategic direction and subordinate commander's intent in this challenging multinational environment.
