Book excerpt: This study examines whether coalition command, control, communications, computer, and intelligence (C4I) systems interoperability is the next logical step for the US beyond joint interoperability. This study uses US experiences in the Korean War, DESERT SHIELD/STORM, Operation JOINT ENDEAVOR, plus past research to analyze and establish currents trends, patterns, and gaps in coalition interoperability. It is clear from previous operations and past research that the US, allies, and coalition partners have not mastered coalition C4I systems interoperability. In order to achieve coalition C4I systems interoperability, this study recommends a course of action (COA) to rely on common US C4I systems or adopt common technical standards to ensure coalition interoperability in the acquisition of C4I systems. Adopting this COA allows alliance and coalition partners to either purchase US C4I systems or design and procure C4I systems that will be interoperable based on common technical standards. Future operations will be multinational and coalition interoperability will be paramount to success. Training programs, combined exercises, military-to-military contacts, foreign military sales, coalition doctrine, modularity, the global grid, and Radiant Mercury (a tool for multilevel security) formulate conditions for success, thus making coalition interoperability the next logical step beyond joint interoperability when designing, procuring, and build US C4I systems.

These same forces are also more likely than ever before to serve in nearly all forms of future operations with forces from other nations. Will the Army's transformation enhance its ability to interoperate with allied and coalition partners or will it broaden a gap that already exists? Interoperability among our U.S. Services is a challenge, but is becoming less of an obstacle as the Joint community strengthens our resolve to comply with joint interoperability standards. Interoperability with coalition partners is improving in some regards and is becoming more difficult in others. The bi-polar nature of this situation has the potential to expand if steps are not taken to codify our intentions with coalition partners and work toward solutions that enable mutually supportive relationships. The Army faces the challenge to develop future systems capable of supporting the exchange of Command and Control (C2) information needed to support our operations and those of our allies. Sufficient knowledge exists in the Command, Control, Communications, Computers, and Intelligence (C4l) community to recognize the importance of coalition interoperability, but little detail exists to determine the actual information or knowledge transfer that needs. This paper will explore the needs of U.S. and coalition partners in the exchange of C2 information.

Irrespective of terrorist threats and local insurgencies, the present international structure is remarkably stable - none of the major powers seeks to alter the system from its present liberal character, as demonstrated by the lack of a military response to US military primacy. This primacy privileges the American military doctrine and thus the importance of NCW, which promises a future of rapid, precise, and highly efficient operations, but also a future predicated on the ‘digitization’ of the battle space. Participation in future American-led military endeavours will require coalition partners to be networked: ‘interoperability’ will therefore be a key consideration of a partner’s strategic worth. Network Centric Warfare and Coalition Operations will be of great interest to students of strategic studies, international security, US foreign policy and international relations in general.

Book excerpt: Since its emergence in 1998, the concept of Network Centric Warfare (NCW) has become a central driver behind America’s military ‘transformation’ and seems to offer the possibility of true integration between multinational military formations. Even though NCW, or variations on its themes, has been adopted by most armed services, it is a concept in operational and doctrinal development. It is shaping not only how militaries operate, but, just as importantly, what they are operating with, and potentially altering the strategic landscape. This paper examines how the current military dominance of the US over every other state means that only it has the capacity to sustain military activity on a global scale and that other states participating in US-led coalitions must be prepared to work in an ‘interoperable’ fashion. It explores the application of computer networks to military operations in conjunction with the need to secure a network’s information and to assure that it accurately represents situational reality. Drawing on an examination of how networks affected naval operations in the Persian Gulf during 2002 and 2003 as conducted by America’s Australian and Canadian coalition partners, the paper warns that in seeking allies with the requisite technological capabilities, but also those that it can trust with its information resources, the US may be heading towards a very secure digital trap.

Book excerpt: This paper is an assessment of Department of Defense (DoD) and service initiatives to ensure joint interoperability of Command, Control, Communications, Computers, and Intelligence (C41) systems. Using a consolidated initiative matrix, visions and actions are reviewed to identify intent, and existing documents used by C41 system planners, designers, and developers are assessed against essential system development criteria, required baseline actions, to achieve interoperability. Findings reveal that interoperability development guidance and tools do not address mission-specific parameters of C4I systems. Not all C4I systems are the same. Mission-specific requirements dictate whether a system is interoperable or not. The current interoperability definition is quite vague for mission-specific systems, and existing DoD and service initiatives only address general guidance to focus system development. Common mission-specific cases are provided and demonstrate that achieving interoperability is more than general guidance and more than the ability to pass data or information through seamless interfaces to ensure that systems are functional. Interoperability must be further defined by analyzing a C41 system's unique mission. Finally, to guide C41 system design, a framework to establish quantifiable thresholds is developed and presented using existing joint doctrine.

Deployed operational forces are joint a meld of multiple Services and coalition partners, each independently efficient and smoothly operating. The resulting mix of unique systems, operating procedures, protocols and standards, tactics, and languages produces an interoperability quagmire and complicates the full realization of information superiority. Further, new systems and system upgrades are increasingly complex in sophistication of information technology and communications interfaces, and the problems compound. Because of practical limitations on assembling joint forces short of actual operational deployment, modeling and simulation (M & S) is a key to understanding and resolving interoperability problems. M & S plays a critical role in system and force evaluation; the Joint Distributed Engineering Plant (JDEP) will provide a test bed for systems to be exercised in a representative joint operational environment. A collaborative engineering environment underpins JDEP, utilizing concepts of Simulation Based Acquisition (SBA). Individual systems must be "born joint." In addition to optimizing a systems design, in terms of independent performance, the design must include the capability to interoperate with a myriad of other systems. This is in the context of a systems architecture drawn from a joint operational architecture which portrays the users (theater warfighting Commander-in-Chief) requirements to prosecute operations. M & S used in system development must provide reuse and interoperability of models and data across service and program lines. This is essential to building system-of-systems interoperability.

Book excerpt: The Department of Defense has been confronted with interoperability problems for more than 30 years, and achieving effective Command, Control, Communications, Computer, and Intelligence (C4I) interoperability continues to be a difficult matter for DoD to resolve. Through the years DoD has issued increasingly assertive interoperability policy guidance, strengthened procedures associated with reviewing system requirements and making acquisition decisions, and attempted to field systems that will help ensure C4I interoperability. However, these initiatives have failed to ensure the operational commander is provided C4I systems that are interoperable. The haphazard fielding of service-unique C4I systems must stop. Technology is available to ensure the operational commander receives interoperable C4I systems for use on the battlefield. The solution to the C4I systems quandary is interoperability assurance. A critical element of interoperability assurance is a clear prescription of a common suite of capabilities that must be inherent in all C4I systems that desire to interoperate. At each level of interoperability, DoD must identify a common suite of capabilities across procedure, applications, infrastructure, and data that must be incorporated operated by system developers in order to have a common-ground basis for Joint interoperability assurance. Common standards must also be adhered to for each capability.
