Book excerpt: This report details the results of a NIOSH investigation on the ability of the Coal Dust Explosibility Meter (CDEM) to accurately predict the explosibility of samples of coal and rock 5 dust mixtures collected from underground coal mines in the U.S. The CDEM, which gives instantaneous results in real time, represents a new way for miners and operators to assess the relative hazard of dust accumulations in their mines and the effectiveness of their rock dusting practices. The CDEM was developed by the National Institute for Occupational Safety and Health (NIOSH) and successfully underwent national and international peer review. The intention of the device is to assist mine operators in complying with the Mine Safety and Health Administration (MSHA) final rule 30 CFR 75.403, requiring that the incombustible content of combined coal dust, rock dust, and other dust be at least 80% in underground areas of bituminous coal mines.

Accumulations of combustible dust in coal mines create the risk of large-scale explosions that can result in multiple deaths and traumatic injuries. The explosion hazard can be effectively controlled through the application of rock dust, such as limestone dust, to render inert the combustible coal dust generated during the mining and transport of coal (see publication 2011-196 at www.cdc.gov/niosh/docs/impact). Traditionally, determining when additional rock dust should be applied or evaluating the effectiveness of existing rock dust application has been limited to a subjective visual evaluation or to the collection and laboratory analysis of dust samples - a process that requires days or weeks to identify a hazard. For decades, miners have been able to monitor the concentrations of methane and other combustible gasses using handheld, direct reading gas detectors. These detectors have allowed miners to take immediate action to dilute gasses and prevent explosions. With this same purpose in mind, researchers at the National Institute for Occupational Safety and Health (NIOSH) developed a real-time dust explosibility measuring instrument to provide instant feedback to miners on the relative hazard of dust accumulations in the mine and the effectiveness of their rock dusting practices. This instrument, the Coal Dust Explosibility Meter (CDEM), is a simple-to-use handheld device that provides a pass/fail assessment of coal mine dust samples. According to U.S. Energy Information Administration projections to 2050, coal is expected to be an important energy resource for the United States. Additionally, metallurgical coal used in steel production remains an important national commodity. However, coal production, like all other conventional mining activities, creates dust in the workplace. Respirable coal mine dust (RCMD) comprises the size fraction of airborne particles in underground mines that can be inhaled by miners and deposited in the distal airways and gas-exchange region of the lung. Occupational exposure to RCMD has long been associated with lung diseases common to the coal mining industry, including coal workers' pneumoconiosis, also known as "black lung disease." Monitoring and Sampling Approaches to Assess Underground Coal Mine Dust Exposures compares the monitoring technologies and sampling protocols currently used or required by the United States, and in similarly industrialized countries for the control of RCMD exposure in underground coal mines. This report assesses the effects of rock dust mixtures and their application on RCMD measurements, and the efficacy of current monitoring technologies and sampling approaches. It also offers science-based conclusions regarding optimal monitoring and sampling strategies to aid mine operators' decision making related to reducing RCMD exposure to miners in underground coal mines.
