  • Author : United States. Congress. House. Committee on Small Business. Subcommittee on Rural Development, Entrepreneurship, and Trade
  • Publisher :
  • Release : 2010
  • ISBN :
  • Pages : 204 pages

Subcommittee on Rural Development, Entrepreneurship, and Trade and published by . This book was released on 2010 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The subcommittee has called this hearing so that members might learn more about coal ash, the small businesses that turn coal ash into useful products and the concerns that these businesses have about the proposed Federal regulations that they believe may have a negative effect on their industry ... The EPA has recently issued two proposals for regulating coal ash. One would regulate coal ash as a solid waste and would provide very limited Federal enforceability and may not provide adequate protection of the environment and human health. The other would list coal ash as a special waste under the Hazardous Waste Subtitle in the Resource Conservation and Recovery Act, Subtitle C. The second option is one that we will focus on ... since it has generated great concerns among small businesses across this country. These businesses, many of which are represented here today, have reason to believe that regulating coal ash under Subtitle C, even as a special waste, will open recycling operations to added litigation and a stigma that will discourage the ... use of the products made with recycled coal ash."--P. 1-2.

Book Presidential Administration and the Environment

Download or read book Presidential Administration and the Environment written by David M. Shafie and published by Routledge. This book was released on 2013-12-17 with total page 195 pages. Available in PDF, EPUB and Kindle. Book excerpt: After sweeping environmental legislation passed in the 1970s and 1980s, the 1990s ushered in an era when new legislation and reforms to existing laws were consistently caught up in a gridlock. In response, environmental groups became more specialized and professional, learning how to effect policy change through the courts, states, and federal agencies rather than through grassroots movements. Without a significantly mobilized public and with a generally uncooperative Congress, presidents since the 1990s have been forced to step into a new role of increasing presidential dominance over environmental policies. Rather than working with Congress, presidents instead have employed unilateral actions and administrative strategies to further their environmental goals. Presidential Administration and the Environment offers a detailed examination of the strategies and tools used by U.S. presidents. Using primary sources from presidential libraries such as speeches and staff communications, David M. Shafie analyzes how presidents such as Bill Clinton and George W. Bush have used alternative executive approaches to pass environmental policies. From there, Shafie presents case studies in land management, water policy, toxics, and climate change. He analyzes the role that executive leadership has played in passing policies within these four areas, explains how this role has changed over time, and concludes by investigating how Obama’s policies compare thus far with those of his predecessors. Shafie’s combination of qualitative content analysis and topical case studies offers scholars and researchers alike important insights for understanding the interactions between environmental groups and the executive branch and the implications for future policymaking in the United States.

Book Voluntary Greenhouse Gas Reduction Programs Have Limited Potential

Download or read book Voluntary Greenhouse Gas Reduction Programs Have Limited Potential written by Jill Ferguson and published by DIANE Publishing. This book was released on 2009-02 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: This review evaluates the extent to which the EPA¿s Greenhouse Gas (GHG) voluntary programs can significantly reduce future GHG emissions, and whether their data is complete and reliable. The set of voluntary GHG programs reviewed use outreach efforts to recruit program partners and reduce GHG emissions. The greatest barriers to participation were the perceived emission reduction costs and reporting requirements. It is unlikely that these voluntary programs can reduce more than 19% of the projected 2010 GHG emissions for their industry sectors. If EPA wishes to reduce GHG emissions beyond this point, it needs to consider additional policy options. Includes recommendations. Charts and tables.

The authors provide clear and accessible explanations, expert legal insight into new and evolving regulations, and reliable compliance and management guidance. The Environmental Law Handbook continues to provide individuals across the country—professionals, professors, and students—with a comprehensive, up-to-date, and easy-to-read look at the major environmental, health, and safety laws affecting U.S. businesses and organizations. How do the latest environmental developments impact my operations? How do we keep our operations efficient and our community safe? The Handbook begins with chapters on the fundamentals of environmental law and on issues of enforcement and liability. It then dives headfirst into the major laws, examining their history, scope, and requirements with a chapter devoted to each. The 23rd edition of this well-known Handbook has been thoroughly updated, covering major changes to the law and enforcement in the areas of Clean Air, Clean Water, Climate Change, Oil Pollution, and Pollution Prevention. This is an essential reference for environmental students and professionals, and anyone who wants the most up-to-date information available on environmental laws.
