This study is about GEMS (the Global Environment Monitoring System) which the Conference recommended be set up to generate data and information necessary for worldwide environmental assessment. This book examines the genesis and evolution of GEMS, and the complex task involved in establishing GEMS and making it perform its functions. It relates GEMS to the factors which have shaped the international environmental agenda and cooperation since 1972. Book excerpt: The past few decades have witnessed the emergence of a vast array of regional arrangements and institutions dealing with all aspects of ocean management. The level of cooperation ranges from minimal dispute avoidance to relatively comprehensive ocean governance at the regional level. As concrete examples, reasonably successful and comprehensive regional regimes have been created for the Baltic, the North, and the Mediterranean Seas and the South Pacific. And attempts at regional regime building are ongoing in Southeast Asia, the South China Sea and the Indian Ocean. Although there are broad similarities between the semi-enclosed seas of Western Europe and Northeast Asia, no regional maritime regime has yet been initiated in Northeast Asia. The papers in this volume are authored by leading authorities on not only the maritime affairs of their particular region of focus but on maritime policy in general. They describe and explain existing or incipient regional maritime regimes in an unusually broad comparative context, and extract lessons learned that may be applicable elsewhere including Northeast Asia. The case studies are neatly sandwiched between an introduction to concepts and principles on regional co-operation and concluding chapters on lessons learned and their applicability to Northeast Asia. Moreover, the papers raise and address several questions of relevance to policy. For example, what factors are conducive to maritime regime initiation, expansion and positive evolution, and which constrain regime formation and evolution? Why has maritime regime building been successful in Europe and largely unsuccessful in Asia? And which, if any, lessons learned in the European context are applicable in Asia? Book excerpt: Ever since the industrial revolution, large numbers of environmentally hazardous materials are in troduced into the global environment annually; a list of all substances which are at present re garded as environmentally hazardous might contain thousands of compounds, and new substan ces are still being added. Several major activities are necessary of adequately ensure the protec tion of human health and the environment from the often subtle effects of these materials. These activities include toxicological and ecological research, control technology development, the pro mulgation of regulatory guidelines and standards, and the monitoring of environmental materials and specimen banking. In the absence of effective monitoring environmental materials and spe cimen banking, the detection of serious environmental contamination from pollutants may occur only after critical damage has been done. Environmental problems are independent of national boundaries and international collaborative programmes should be encouraged. Sponsoring organisations and other international and national bodies should encourage monitoring and specimen bank programmes and develop harmonised sy stems for data acquisition and evaluation. An international pilot programme of monitoring and specimen banking is needed and is technically feasible. The conclusions and recommendations, for both implementation and research, should be of inte rest to other international and national bodies in addition to the three organisation sponsoring this International Workshop. Nevertheless this joint sponsorship should help to assure that the re sulting conclusions and recommendations will have a worldwide audience and that effective coor dination of existing programmes will be possible.

The books document the experience gained on the atmospheric composition over the Mediterranean basin and close areas after almost six decades of studies, starting from early studies of radioactive aerosol fallouts and intense desert dust events in the 1960s, aerosol samples collected during oceanographic cruises in the early 1980s and including discoveries from subsequent surface monitoring stations, intensive campaigns, satellite climatologies, laboratory studies, as well as chemistry-transport and climate models. Through ten thematic sections, the authors examine the sources and fates of atmospheric pollutants over the Mediterranean basin and what we know about their major impacts on air quality and health, on the radiative budget and climate, on marine chemistry and biogeochemistry. This overview not only considers the full cycle of both aerosol and reactive gases including emissions, transport, transformation, and sinks, but also addresses the main impacts of the regional atmospheric chemistry. The volumes are an initiative from the ending ChArMEx project that has federated many studies on those topics in the past decade, and update the scientific knowledge by integrating the ChArMEx and non-ChArMEx literature. The books are contributed by a large pool of well-known authors from the respective fields, mainly from France and Greece, but also from fourteen other countries. All chapters have been peer-reviewed by international scientific experts in the corresponding domains. Volume 1 provides background information on the Mediterranean atmosphere, and focuses on the synoptic and dynamic conditions affecting pollutant concentrations over the Mediterranean basin, aerosol concentrations and variability, and reactive gas concentrations and variability. Book excerpt: of metal interactions with subcellular biochemical systems usually either are metabolites of the system affected (porphyrinurias) or represent some specific function of a cellular system being impaired (proteinurias). One typically finds a continuum of symptoms, from the subtle or so-called "no effect" bio chemical and physiological indicators of exposure to severe clinical disease and death. This continuum is the basis of much of the controversy since many health officials follow the traditional practice of applying the "threshold health-effect" concept in evaluating the problems of environmental exposure to metals. The past decade or so, however, has seen a vast increase in our understanding of the effects of elevated concentrations of toxic metals in local populations and ecosystems. At the same time, there is a growing awareness that the effects of the metals which occur naturally in the environment must be distinguished from those imposed by the pollutant fraction. This point was amply document ed in a recent study of cadmium intake and cadmium in a number of human tissues in Sweden, Japan, and the United States, which showed fairly conclu sively that the background exposure in Japan was about threefold higher than in the other two countries (2). One immediate implication is that any health ef fect studies of cadmium in Japan using control groups within that country are liable to underestimate the difference between the exposed and the control groups simply because of the the high "background" intake.
