Of the 1 billion food insecure people in the world, more than 30% are in South Asia. The problem of food insecurity may be exacerbated by the projected climate change especially because of the water scarcity caused by rapid melting of the glaciers in the Himalayas and increase in variability in monsoonal rains and frequency of extreme events. Furthermore, large populations of Bangladesh and other coastal regions may be displaced by sea level rise. Thus, this volume addresses recommended land use and soil/water/crop/vegetation management practices which would enable land managers to adapt to climate disruption by enhancing soil/ecosystem/social resilience. In addition to biophysical factors, this book also addresses the issues related to human dimensions including social, ethnical and political considerations.

From a weather and climate standpoint, the region experiences a wide range of hazards, such as the recent heatwaves, droughts, storms, and floods that have upended the lives and livelihoods of millions of people. From a demographic and socioeconomic standpoint, the region is experiencing rapid transformations and progress, even as fundamental challenges such as poverty and inequality persist. From a security standpoint, the region is the setting for a range of social and political dynamics that impact U.S. interests, including conflict at national and subnational levels; regional rivalries; and the imprint of global geopolitics. On October 26-27, 2022, the National Academies of Sciences, Engineering, and Medicine, under the auspices of the National Academies Climate Security Roundtable, convened a workshop to explore climate security in South Asia. Over two days, workshop participants considered some of the underlying climate, development, and geopolitical dynamics at play in the South Asia region; explored a set of historical case studies and future scenarios for climate change and security in South Asia; and they considered the available tools for analysis and forecasting climate-related risks. This publication summarizes the presentations and discussion of the workshop.

Most previous studies have focused on the projected impacts of sea-level rise or extreme weather - droughts, floods, heatwaves and storm surges. This study adds to that knowledge by identifying the impacts of long-term changes in the climate †“ rising temperatures and changes in precipitation patterns †“ on living standards. It does so by first building an understanding of the relationship between current climate conditions and living standards across South Asia. The study also identifies the set of climate models that are best suited for projecting long-term changes in climate across South Asia. This novel understanding of living standards and climate change is then combined to project impacts of long-term changes in climate on living standards in South Asia. The study finds that higher temperatures will reduce living standards for most of South Asia, with the severity impacts depending on future global greenhouse gas emissions. The study projects “hotspots†?, which are locations where long-term changes in climate will have negative impacts on living standards. Many hotspots are in locations that hitherto have not been identified as particularly vulnerable to climate change. Moreover, hotspots have distinguishing features that vary from country to country. This detailed assessment provides a mosaic of information that enriches our understanding of how climate change will impact people and which populations are most vulnerable. The report also provides guidance on the kinds of actions are most likely to reduce impacts of climate change in each country. The study is a major contribution to our understanding of how increasing temperatures and changing precipitation patterns interact with social and economic structures at a fine granular level across South Asia.

South Asia in particular has been identified as one of the more high risk regions of the world when it comes to climate change and its impacts. Though some scholars and policy makers contend there is no concrete evidence of a correlation between climate change and conflict, we compile compelling stories that connect climate change effects with human insecurity and conflict in South Asia. Using five years of research, looking at media and scientific reports from Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka, we document ample evidence that climate stress has become a powerful catalyst for social tension and insecurity. Erratic climate events (e.g., 2010 floods in Pakistan and 2012 flood in North India and Nepal) as a result of climate variability have impacted millions of livelihoods throughout South Asia and rendered billions of dollars in damage on homes and national infrastructure. This book documents that when climate stress causes insecurity among people, the situations can be manipulated for political ends, and often results in social conflict. Hence, it is important for South Asian nations to work together in the framework of environmental security to tackle the challenges arising from the climate stress. In this context, this book provides a framework of analysis of environmental security to deal with the causes and consequences of climate change.
