Book excerpt: This book shows how small countries use "big" diplomacy to advance national interests and global agendas – from issues of peace and security (the South China Sea and nuclearization in Korea) and human rights (decolonization) to development (landlocked and least developed countries) and environment (hydropower development). Using the case of Laos, it explores how a small landlocked developing state maneuvered among the big players and championed causes of international concern at three of the world’s important global institutions – the United Nations (UN), the Association of Southeast Asian Nations (ASEAN) and the Mekong River Commission (MRC). Recounting the geographical and historical origins behind Laos’ diplomacy, this book traces the journey of the country, surrounded by its five larger neighbors China, Thailand, Vietnam, Myanmar and Cambodia, and influenced by superpower rivalries, from the Cold War to the post-Cold War eras. The book is written from an integrated perspective of a French-educated Lao diplomat with over 40 years of experience in various senior roles in the Lao government, leading major groups and committees at the UN and ASEAN; and the theoretical knowledge and experience of an American-trained Lao political scientist and international civil servant who has worked for the Lao government and the international secretariats of the UN and MRC. These different perspectives bridge not only the theory-practice divide but also the government insider-outsider schism. The book concludes with "seven rules for small state diplomacy" that should prove useful for diplomats, statespersons, policymakers and international civil servants alike. Asia, with 1.5 billion of its people living in shared river basins, and with very few transboundary rivers governed by treaties, is especially prone to such conflicts. The key to mitigating transboundary water conflicts and advancing cooperation in Asia is largely in the hands of China, the upstream country for most of Asia’s major transboundary rivers. To avert the looming water crisis, apart from spending billions of dollars on domestic water transfer projects such as the South–North Water Diversion Megaproject, as well as on water conservancy and pollution abatement, China has sought to utilize the water resources of the major rivers that run across borders with neighbouring countries. On these transboundary rivers, China has built or plans to build large dams for hydroelectricity and major water diversion facilities, which has triggered anxiety and complaints from downstream countries and criticism from the international society. This book aims to systematically examine the complex reality of water contestations between China and its neighbouring countries. It provides a discussion on transboundary hydropolitics beyond the state-centric geopolitical perspective to dig into various political, institutional, legal, historical, geographical, and demographic factors that affect China’s policies and practices towards transboundary water issues. This book also provides a collection of comparative case studies on China’s water resources management on the Mekong River with other five riparian states in the Lower Mekong region: the Salween River with Myanmar, the Brahmaputra River with India, the Amur River with Russia and Mongolia, the Illy and Irtysh Rivers with Kazakhstann, and the Yalu and Tumen Rivers with North Korea. A nature-based approach in identifying climate change vulnerabilities and developing relevant adaptation options was conducted in three towns of the Greater Mekong Subregion. Working with local governments, nongovernment organizations, women's groups, and professional associations, town-wide adaptation measures were defined by overlaying climate change projections on town plans and zoning schemes for strategic infrastructure. This publication captures valuable experience and lessons from the project.

Book excerpt: Although climate-linked impacts on ASEAN’s economy, increasing vulnerability to severe weather, and interlinkages to transboundary haze, health, security and marine pollution are evident, a recent survey by the ISEAS – Yusof Ishak Institute reveals that Southeast Asians are ambivalent about ASEAN’s effectiveness in tackling climate change. All ASEAN Member States (AMS) are fully committed to accelerating reductions to global emissions under the Paris Agreement and demonstrate political will to set up intersectoral climate governance on renewable energy transition, agriculture and food security, forest and land use protection, disaster risk management, conservation on biodiversity, among many other measures. Under the ASEAN Socio-Cultural Community (ASCC) pillar, the ASEAN Ministerial Meetings on the Environment (AMME) and the ASEAN Senior Officials’ Meeting on the Environment (ASOEN) meet annually to discuss environment-related issues, including climate change. The ASEAN Working Group on Climate Change (AWGCC), one of seven technical working groups reporting to the ASOEN, is tasked to enhance regional cooperation on climate change, promote collaboration between sectoral bodies, and articulate ASEAN’s concerns and priorities at the international level. Climate change issues have become cross-cutting and involve various ASEAN sectoral bodies. The AWGCC’s role, however, is still limited to the environmental mandate. ASEAN needs to establish a super coordinating body on climate change that can ensure information sharing across ASEAN bodies, convene support from dialogue partners, and engage with civil society organizations. The ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE) model established during the COVID-19 crisis can serve as a precedent.

In 2014, 17.5 million people were displaced by climate-related disasters, ten times more than the 1.7 million displaced by geophysical hazards. What is causing the increase in natural disasters and what effect does it have on the economy? Climate Change and Natural Disasters sends three messages: human-made factors exert a growing influence on climate-related disasters; because of the link to anthropogenic factors, there is a pressing need for climate mitigation; and prevention, including climate adaptation, ought not to be viewed as a cost to economic growth but as an investment. Ultimately, attention to climate-related disasters, arguably the most tangible manifestation of global warming, may help mobilize broader climate action. It can also be instrumental in transitioning to a path of low-carbon, green growth, improving disaster resilience, improving natural resource use, and caring for the urban environment. Vinod Thomas proposes that economic growth will become sustainable only if governments, political actors, and local communities combine natural disaster prevention and controlling climate change into national growth strategies. When considering all types of capital, particularly human capital, climate action can drive economic growth, rather than hinder it.

Book excerpt: The Mekong Delta of Vietnam is one of the most productive agricultural areas in the world. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

Book excerpt: Climate change is a global concern of special relevance to Southeast Asia, a region that is both vulnerable to the effects of climate change and a rapidly increasing emitter of greenhouse gases (GHGs). This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

Mainstreaming climate risk management in all aspects of development is thus key to an effective transition to climate-resilient development pathways. ADB's climate risk management framework aims to reduce risks resulting from climate change to investment projects in Asia and the Pacific. A key step in this framework is the technical and economic valuation of climate-proofing measures. This report describes the conduct of the cost-benefit analysis of climate proofing investment projects. An important message is that the presence of uncertainty about climate change does not invalidate the conduct of the economic analysis of investment projects, nor does it require a new type of economic analysis. However, the presence of uncertainty does require a different type of decision-making process in which technical and economic expertise combine to present decision makers with the best possible information on the economic efficiency of alternative designs of investment projects.
