However, they could not agree on emission targets. At least one of the reasons why they could not agree is that low-carbon development is challenging because it requires the implementation of a portfolio of policies and programs. This book examines one the policies at the heart of attempts to create a low-carbon future: the European Emission Trading Scheme. It explores problems surrounding the implementation of such schemes, including the role of vested interests, the impact of subtle design details, and opportunities to attract long-term investments. It also shows how international climate cooperation can be designed to support the domestic implementation of policies for low-carbon development. This timely analysis of carbon pricing contains important lessons for all those concerned with the development of post-Copenhagen climate policy.

Since security is one of the most determining factors in states’ decision-making, Security in International Climate Policy analyses the relationship between states’ security policies and their efforts against climate change. The book hypothesises that security policies negatively affect measures against climate change. While the security policies of great powers pose a hurdle for a successful climate policy in the first stages of efforts, there is a shift in the 21st century, when climate change itself begins to threaten the security of states. Based on these findings, the author predicts future policy trends and makes policy recommendations.

Book excerpt: Why the traditional “pledge and review” climate agreements have failed, and how carbon pricing, based on trust and reciprocity, could succeed. After twenty-five years of failure, climate negotiations continue to use a “pledge and review” approach: countries pledge (almost anything), subject to (unenforced) review. This approach ignores everything we know about human cooperation. In this book, leading economists describe an alternate model for climate agreements, drawing on the work of the late Nobel laureate Elinor Ostrom and others. They show that a “common commitment” scheme is more effective than an “individual commitment” scheme; the latter depends on altruism while the former involves reciprocity (“we will if you will”). The contributors propose that global carbon pricing is the best candidate for a reciprocal common commitment in climate negotiations. Each country would commit to placing charges on carbon emissions sufficient to match an agreed global price formula. The contributors show that carbon pricing would facilitate negotiations and enforcement, improve efficiency and flexibility, and make other climate policies more effective. However, there are numerous instances where the EU has failed to achieve its climate change objectives (e.g. the 2009 Copenhagen Conference of the Parties). It is therefore important to examine the reasons behind these failures. This book explores in detail the involvement of the EU in international climate talks from the late 1980s to the present, focusing in particular on the negotiations leading up to Copenhagen. This conference witnessed the demise of the top-down approach in climate change policy and dealt a serious blow to the EU’s leadership ambitions. This book explores the extent to which negotiation theory could help with better comprehending the obstacles that prevented the EU from getting more out of the climate negotiation process. It is argued that looking at the role played by problematic strategic planning could prove highly instructive in light of the Paris Agreement.
