However, the bigger question of national importance is what Sri Lanka’s climate will look like in 50 or 100 years and how prepared the country is to face such changes. This report reviews the status of climate change (CC) research/activities in Sri Lanka in terms of observed and projected climatic changes, their impacts on water resources and agriculture, CC mitigation and adaptation, and research needs. The study also developed a pilot level CC Vulnerability Index, which was subsequently mapped at district level. The maps indicate that typical farming districts such as Nuwara Eliya, Badulla, Moneragala, Ratnapura and Anuradhapura are the most vulnerable to CC due to their heavy reliance on primary agriculture.

The Midwest Book Review Despite its great importance, there are surprisingly few economic studies of the impact of climate on agriculture and how agriculture can adapt under a variety of conditions. This book examines 22 countries across four continents, including both developed and developing economies. It provides both a good analytical basis for additional work and solid results for policy debate concerning income distributional effects such as abatement, adaptation, and equity. Agriculture and grazing are a central sector in the livelihood of many people, particularly in developing countries. This book uses the Ricardian method to examine the impact of climate change on agriculture. It also quantifies how farmers adapt to climate. The findings suggest that agriculture in developing countries is more sensitive to climate than agriculture in developed countries. Rain-fed cropland is generally more sensitive to warming than irrigated cropland and cropland is more sensitive than livestock. The adaptation to climate change results reveal that farmers make many adjustments including switching crops and livestock species, adopting irrigation, and moving between livestock and crops. The results also reveal that impacts and adaptations vary a great deal across landscapes, suggesting that adaptation policies must be location specific. Finally, the book suggests a research agenda for the future. Economists in academia and the public sector, policy analysts and development agencies will find this broad study illuminating.

It is already affecting species and communities with severe impacts and it is predicted that climate warming will cause species extinctions and distributional shifts in the coming decades. The impact of climate warming is expected to be particularly severe on ectothermic animals, including fishes, amphibians, and reptiles. Thus, assessing species’ responses to ongoing climate warming and determining what conservation actions should be taken are among the most significant and controversial challenges for ecologists. Identifying the most vulnerable species to extinction as a result of climate warming is an appropriate first step in mitigating the impacts of a changing world. An organism’s vulnerability to climate warming depends on its sensitivity to environmental changes, its exposure to the change, and its ability to recover from and potential to adapt to change. The interaction of these factors makes predicting the effects of climate warming on species a complex and major challenge for ecologists. Developing a deeper knowledge of ectotherms’ vulnerability to climate warming is crucial to enhance our understanding of extinction processes and significantly contribute to conservation efforts by guiding the implementation of better policies and management strategies to prevent the extinction of remaining populations. Investigations of climate warming vulnerability are likely to benefit from measurements of environmental conditions taken at the scale at which organisms experience them. Therefore, the main objective of this interdisciplinary Research Topic is to bring together research on how ectotherms respond to climate warming at various levels. We will particularly focus on the life-history, energy strategy, physiological response, etc. We encourage inter-and multidisciplinary research approaches linking molecular biology, thermal physiology (and ecology), behavioral ecology, functional ecology, evolutionary genetics, and bioenergetics.

Book excerpt: The United Nations has concluded that climate change is unequivocal and without a rapid decarbonization of the global economy there will be risks of severe, pervasive, and irreversible impacts. The World Bank also emphasized that no scenario exists by which the Sustainable Development Goals of 2030 could be met in a world transformed by climate change. Climate change has already affected the sustainability and competitiveness of global tourism yet it remains to be one of the least prepared economic sectors for the risks and opportunities of climate change. Several studies have highlighted persistent and significant regional knowledge gaps within the scholarship on tourism and climate change - particularly in the South and South-East Asia sub-regions where global tourism is expected to grow the fastest by 2030. Consequently, it is unclear the scale and scope of potential climate change impacts on tourism in these countries or how the tourism sector is planning for climate change in policy and practice. Tourism is Sri Lanka's third largest economic sector and has been earmarked as one of the most vulnerable sectors to climate change by the Ministry of Mahaweli Development and Environment. This thesis fills the regional knowledge gap and examines the preparedness of Sri Lanka's tourism sector at the national scale (Phase I) and the destination level (Phase II). Phase I established the state of knowledge of climate change risks and impacts facing the tourism sector and reviewed the policy coherence between Sri Lanka's national tourism strategy and climate adaptation plan. Phase II examined tourism stakeholder perceptions' of climate change and identified barriers to climate adaptation at the embedded case study site (Unawatuna). This study found that Sri Lanka's tourism sector is not prepared for climate change. The policy review indicated that climate change receives minimal attention in the tourism strategy and therefore does not enable stakeholders to take a proactive and planned approach to adaptation. Interviews suggested that despite being acutely aware of changes in the climate system, climatic conditions were not a priority in the context of other more immediate challenges among tourism stakeholders in Unawatuna. In light of these findings, this thesis recommends the following actions: 1) Conduct research studies to improve understanding of sector relevant climate change risks and impacts; 2) Communicate climate change as a local problem to tourism stakeholders; and, 3) Strengthen institutional capacities to mainstream adaptation. These findings can be used to inform future tourism policies and adaptation plans in Sri Lanka and can offer insight on mainstreaming adaptation in other developing countries facing similar challenges.

Book excerpt: Traditional risk assessments use asset losses as the main metric to measure the severity of a disaster. This paper proposes an expanded risk assessment based on a framework that adds socioeconomic resilience and uses wellbeing losses as the main measure of disaster severity. Using an agent-based model that represents explicitly the recovery and reconstruction process at the household level, this risk assessment provides new insights into disaster risks in Sri Lanka. The analysis indicates that regular flooding events can move tens of thousands of Sri Lankans into transient poverty at once, hindering the country's recent progress on poverty eradication and shared prosperity. As metrics of disaster impacts, poverty incidence and well-being losses facilitate quantification of the benefits of interventions like rapid post-disaster support and adaptive social protection systems. Such investments efficiently reduce wellbeing losses by making exposed and vulnerable populations more resilient. Nationally and on average, the bottom income quintile suffers only 7 percent of the total asset losses but 32 percent of the total wellbeing losses. Average annual wellbeing losses due to fluvial flooding in Sri Lanka are estimated at USD 119 million per year, more than double the asset losses of USD 78 million. Asset losses are reported to be highly concentrated in Colombo district, and wellbeing losses are more widely distributed throughout the country. Finally, the paper applies the socioeconomic resilience framework to a cost-benefit analysis of prospective adaptive social protection systems, based on enrollment in Samurdhi, the main social support system in Sri Lanka.
