The parameters are compared to the world averages. The rating is related to the specific CO2 emissions, lower value results in a better rating. The CCR for 2020 includes 192 countries, 99.6% of the global CO2 emissions. The A-G labels are according to groups of countries, each group with a limited number of countries, 10 countries with the best rating (A) and 10 countries with the worst rating (G). The average 2020 rating of group A is 37% and of group G - 309%. The world average CCR value is 100% equivalent to group F. The CCR for 2021 includes 208 countries, 99.99% of the global CO2 emissions and population, and 99.82% of the global GDP. The A-G labels for rating groups are according to the CCR limits. The best rating (A) is for the lowest CCR. The average 2021 rating of Group A is 50 (50% below the world average) and of Group G – 212 (112% above the world average). The world average CCR value for 2021 is 101.4, equivalent to Group F.

William Cline asserts that developing countries have more at risk, such as their production capacity, than industrial countries as global warming worsens. Using general circulation models, Cline boldly examines 2071–99 to forecast the effects of global warming and its economic impact into the next decade. This detailed study outlines existing studies on climate change; Cline finds the Stern Report for the UK government's estimates most reliable; estimates projected changes in temperature, precipitation, and agricultural capacity; and concludes with policy recommendations. Cline finds that agricultural production in developing countries may fall an average of 16 percent, and if global warming progresses at its current rate, India's agricultural capacity could fall as much as 40 percent. Thus, policymakers should address this phenomenon now before the world's developing countries are adversely and irreversibly affected.

Global momentum is building to reduce greenhouse gas emissions. So far, so good. The less happy news is that Earth's temperatures will continue to rise for decades. And evidence shows that climbing temperatures are already having serious consequences for vulnerable people and regions through droughts, extreme weather, and melting glaciers. In this book, climate experts Michael Mastrandrea and Stephen Schneider argue that we need to start adapting to climate change, now. They write that these efforts should focus primarily on identifying the places and people most at risk and taking anticipatory action—from developing drought-resistant crops to building sea walls. The authors roundly reject the idea that reactive, unplanned adaptation will solve our problems—that species will migrate northward as climates warm, and farmers will shift to new crops and more hospitable locations. And they are highly critical of “geoengineering” schemes that are designed to cool the planet by such methods as injecting iron into oceans or exploding volcanoes. Mastrandrea and Schneider insist that smart adaptation will require a series of local and regional projects, many of them in the countries least able to pay for them and least responsible for the problem itself.
