Book excerpt: Climate change and migration are major concerns in the MENA region, yet the empirical evidence on the impact of climate change and extreme weather events on migration remains limited. Information is broadly lacking on how households in vulnerable areas perceive changes in the climate, how they are affected by extreme weather events, whether they benefit from community and government programs to help them cope with and adapt to a changing climate, and how these conditions influence the decision of household members to migrate, either temporarily or permanently. This introductory chapter summarizes briefly the main results of the study which relied on existing data as well as focus groups and new household surveys collected in 2011 in Algeria, Egypt, Morocco, Syria, and Yemen. The results suggest that households do perceive important changes in the climate, and that many households are being affected by extreme weather events resulting in losses in income, crops, and livestock. The coping and adaptation strategies used by households to deal with weather shocks are diverse, but also limited, with most households not able to recover from the negative impact of weather shocks. The ability of community level responses and government programs to support households is also very limited. Finally, while climate change is not today the main driver of migration flows, it does appear to contribute substantially to these flows, so that worsening climatic conditions are likely to exacerbate future migration flows.

Although the region’s fragile environmental state has increasingly preoccupied policymakers in individual countries, there is currently insufficient attention paid to coordinating collaborative action to recognise and address problems relating to its environmental sustainability and climatic change. In the absence of a positive agenda for tackling these issues, recurrent environmental setbacks and rapid depletion of the region’s natural resources continue to pose a major threat to the long-term economic, political, and social stability of the region. Despite the urgency of these challenges, there is little research dedicated to studying MENA’s environmental sustainability. Environmental Challenges in the MENA Region: The Long Road from Conflict to Cooperation draws from the proceedings of a seminal international conference on the subject at SOAS in October 2016, which was held as a celebration of the SOAS Centenary. This led to a collective contribution by experts and policy-makers concerned with the state of the MENA region’s environmental predicament with the aim of addressing these problems in a constructive and forward-looking approach. The chapters in this book are predicated upon two critical premises. First, expertise and awareness from a wide range of disciplines is required to understand and address environmental challenges. And, second, to have a real chance of success, MENA countries need to confront these problems as their common threats and to see them as an opportunity for regional cooperation and policy coordination. It is the most water-scarce region in the world and is experiencing unprecedented levels of forced displacement. Ebb and Flow: Volume 2. Water in the Shadow of Conflict in the Middle East and North Africa examines the links between water risks (harmful outcomes related to water, from droughts and floods to lack of sanitation), conflict, and forced displacement. It aims to better explain how to address the vulnerabilities of forcibly displaced persons and their host communities, and to identify water policy and investment responses. Contrary to common belief, the report finds that the evidence linking water risks with conflict and forced displacement in the region is not unequivocal. Water risks are more frequently related to cooperation than to conflict at both domestic and international levels. But while conflict is not necessarily a consequence of water risks, the reverse is a real and concerning phenomenon: conflict amplifies water risks. Since 2011, there have been at least 180 instances of intentional targeting of water infrastructure in conflicts in Gaza, Libya, the Syrian Arab Republic, and the Republic of Yemen. Forcibly displaced persons and their host communities face myriad water risks. Access to safe drinking water is a daily struggle for millions of forcibly displaced Iraqis, Libyans, Palestinians, Syrians, Yemenis, and international migrants in the region, heightening public health risks. Tanker trucks often help fill the gap; however, significant issues of water quality, reliability, and affordability remain. Host communities also face localized declines in water availability and quality as well as unplanned burdens on water services following the arrival of forcibly displaced persons. The reality of protracted forced displacement requires a shift from humanitarian support toward a development approach for water security, including structured yet flexible planning to deliver water services and sustain water resources for forcibly displaced persons and their host communities.
