Book excerpt: This report assesses the cost of adaptation to climate change across a range of future climate scenarios and investment options. We focus on offsetting climate change impacts on hunger through investment in agricultural research, water management, and rural infrastructure in developing countries. We link climate, crop, water, and economic models to (1) analyze scenarios of future change in the agriculture sector to 2050 and (2) assess trade-offs for these investments across key Sustainable Development Goals (SDGs) for poverty, hunger, and water. Our reference projections show that climate change slows progress toward eliminating hunger, with an additional 78 million people facing chronic hunger in 2050 relative to a no-climate-change future, over half of them in Africa south of the Sahara. Increased investments can offset these impacts. Achieving this would require that annual investment in international agricultural research increase from US$1.62 billion to US$2.77 billion per year between 2015 and 2050. Additional water and infrastructure investments are estimated to be more expensive than agricultural R&D at about US$12.7 billion and US$10.8 billion per year, respectively, but these address key gaps to support transformation toward food system resiliency. Findings on ranges of costs and trade-offs and complementarities across SDGs will help policymakers make better-informed choices between alternative investment strategies.

In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood. The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programs, and investments. The book also highlights the projected impacts of climate change on agriculture in these countries through forecast variations in temperature and rainfall patterns, which are crucial to farming, and off ers a map for navigating the risks and realizing the opportunities. Rising temperatures, changing rainfall patterns, and more frequent extreme weather events threaten agricultural production and the biodiversity and ecosystem services that underpin agriculture. Within food systems, climate change affects processing, storage, transport, and retailing of food and affects our food environments. These growing climate risks impact food security, nutrition, and human health, as well as equity and livelihoods, with poor food producers and consumers hit hardest. They make food systems a riskier source of income and reduce the availability of food — worsening poverty and inequity, disrupting livelihoods, and contributing to hunger and malnutrition. At the same time, food systems are failing to provide healthy diets for all, and are generating one-third of human-caused greenhouse gases. Solutions must address this complex nexus of problems. Climate change adaptation and resilience-building efforts for food systems must be accelerated to reverse growing malnutrition, ensure that all people can access healthy diets, and provide sustainable livelihoods. At the same time, efforts to transform food systems work to reduce their environmental footprint. Farmers and small businesses along food value chains in low- and middle-income countries will have to adapt their practices to a climate marked by extreme weather events and changing seasonal patterns in order to meet growing and changing food demand, while also contributing to mitigation. Support for this critical transformation requires not only the development, dissemination, and adoption of appropriate low-emissions, climate-smart technologies and practices, but also a focus on the policies, institutions, governance, and behavior change that can promote sustainable, inclusive food systems.

Importantly, looking at the sustainable food production, the authors compared the cost-benefit of adaptation costs from 2015 to 2065. It was found that a 15% adaptation capacity is more efficient for Malaysia in order to combat the climate change effects on the food sector. This book has developed a quantitative adaptive model namely, the Malaysian Climate and Economy (MCE) model, based on the dynamic Computable General Equilibrium (CGE) modeling structure to examine food sustainability and adaptation strategies. Malaysia experiences an unusual combination of droughts and extreme rainfall events that can be attributed to climate change. These unusual events and consequences leave Malaysian policymakers looking for ways to make Malaysia self-sufficient in terms of agriculture. It is assumed that climate change effects may result in increasing food insecurity and vulnerability in the future. Policy measures are in place to lessen the likely climatic effects overall, but there is an urgent need to develop an adaptation policy for the future.
