Book excerpt: This book highlights the current issues, challenges, and priorities for climate change adaptation in the ten member states of the Association of Southeast Asian Nations (ASEAN). The status of each country was prepared by a consortium of researchers in consultation with National Focal Points of the ASEAN Working Group on Climate Change (AWGCC). National documents on adaptation actions, including local scenario and priorities, were reviewed where available and supplemented with an assessment of scientific publications to identify vulnerable ecosystems and regions. Adaptation needs and priorities were determined through stakeholder consultation in the respective countries. This allows for local-level perspectives to be captured and brought to the attention of policy and decision-makers at the national and regional levels. An important lesson from this exercise is that universities and research institutions at the national level have a critical role to play in bridging the gap between science and policy in climate change adaptation. These institutions also have the capacity to continuously facilitate transfer of the best available science for advancing climate change adaptation at the local level.

Book excerpt: Climate change is a global concern of special relevance to Southeast Asia, a region that is both vulnerable to the effects of climate change and a rapidly increasing emitter of greenhouse gases (GHGs). This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

Sources and sinks of CO associated with land use can be 2 significant determinants of the rate and magnitude of atmospheric CO change. 2 Combustion of fossil fuels and the deforestation associated with land-use change both contribute CO to the atmosphere; in contrast, biological processes on land create 2 potential sinks for the excess CO . Thus, land-use change and associated biological 2 processes become important elements in assessments of future atmospheric CO 2 increase; land-cover properties also affect the Earth's albedo, which is a climate feedback.

The climate emergency poses an increasingly severe threat to the health and well-being of more than a billion people in Asia. Policymakers in the region have sought to curb this threat by adopting clean energy, energy efficiency, and other sectoral policies. In some cases, these policies can bring additional benefits beyond mitigating climate change. These so-called “co-benefits” --ranging from improved air quality to better health to socioeconomic equity--could not only offset the costs of climate mitigation but also make Asia’s development more sustainable. Yet all too frequently policymakers lack the analytical methods and practical experiences to incorporate co-benefits into their decisions. This has created difficulties in aligning climate and sustainable development policies in Asia.
