First, it pursues the quest for local knowledge to understand climate variability and change at local levels. Due to controversies, uncertainties, skepticism and embedded economic and political interests in the climate change discourse, effective world collective action is more likely to delay for quite some time to come. Moreover, as climate change discourse remains very weak at engaging local knowledge, policies that emanate from the discourse might be less responsive to local climate problems both in terms of policy ingredients and time frame. So, having highlighting the paramount importance of local knowledge, this study documents and critically analyzes this knowledge system among subsistence farmers in Ethiopia. Secondly, it analyzes the economic impacts of climate variability and change and adaptation through quantitative methods with a special focus on crop production. Finally, it analyzes the factors that influence adaptive behavior. In so doing, it challenges the traditional approach of adaptation research and brings in a conceptual framework borrowed from psychosocial theory and empirically tests the approach in explaining adaptive behavior of farmers.

The starting point for this book is that actors within transboundary water management institutions develop responses to the climate change debate, as distinct from the physical phenomenon of climate change. Actors respond to this debate broadly in three distinct ways – adapt, resist (as in avoiding the issue) and subvert (as in using the debate to fulfil their own agenda). The book charts approaches which have been taken over the past two decades to promote more effective water management institutions, covering issues of conflict, cooperation, power and law. A new framework for a better understanding of the interaction between transboundary water management institutional resilience and global change is developed through analysis of the way these institutions respond to the climate change debate. This framework is applied to six river case studies from Africa, Asia and the Middle East (Ganges-Brahmaputra, Jordan, Mekong, Niger, Nile, Orange-Senqu) from which learning conclusions and policy recommendations are developed.

It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. Book excerpt: To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.

It starts from the construction of the climate change scenarios based on the outcomes of several general circulation models (GCMs), uses a simple hydrological model to convert theses scenarios into runoff, and examines the impacts by means of a set of indices. The results, however uncertain with existing accuracy of climate models, suggest that the region is likely to have the future potential to produce hydropower, increase flow duration, and increase water storage capacity without affecting outflows to the riparian countries in the 2050s.
